A main component of the City Commission's concept of leveraging resources is formation of partnerships with other government entities, groups and organizations. This process of building and maintaining healthy relationships is a wise government investment in that it allows for the best use of resources for all involved.
An example of an existing partnership is the relationship shared with the Humane Society of Great Falls, in which it provides animal control services and operates the animal shelter, services previously operated fully by the City. Now outsourced, the service of animal control and care receives many benefits, including the ability to attract private donations and a stronger ability to initiate new programs and activities. The City continues to financially support this service, at less expense to taxpayers, while providing it with a higher level of independence.
The Housing Authority is another example of a successful partnership where an independent agency works efficiently with the City. Under contract to the Housing Authority Board of Commissioners, the City manages the agency, with both budgets saving resources and both entities receiving the benefits of a cost-effective and mutually supportive relationship.
In recent years, the City has taken a more active role in finding ways to work cooperatively with other authorities, agencies and groups. The increased dialogue with the Transit District, a strong relationship with the Public Library Board and continuing dialogue with the Airport and High Plains Port Authority Boards all demonstrate the City’s commitment to making the best use of public resources. The City Commission is also working with various sports groups including youth soccer, baseball, motor sports, and skateboarding to help find ways to build facilities to enhance these activities.
Establishing a variety of these types of partnerships offers a highly effective means to manage change. The City will continue researching additional opportunities and avenues for these kinds of successful working relationships.
In a partnership of another kind, the City was selected by the International City/County Management Association to participate in the Resource Cities program. Funded by the U.S. Agency for International Development, the program matches U.S. cities with cities in the developing world to provide technical assistance in critical areas. Great Falls is matched with Naryn, Kyrgyzstan, and is working in the areas of water and wastewater planning and in solid waste collection and disposal.
