No trailer as defined in Section 10.15.010, subsection 32-2105, or motor vehicle as defined in Section 10.15.010, subsection 32-2101 (b), shall be occupied either permanently or temporarily as a dwelling place, or living abode while parked on any street, avenue, alley or highway, or other public place unless otherwise authorized by law.
