Openings on Citizen Boards

The City of Great Falls is currently seeking applications for the following advisory board(s):


BUSINESS IMPROVEMENT DISTRICT

The Business Improvement District has two openings for four-year terms through June 30, 2012. The District consists of seven members appointed by the City Commission, serving a four-year term. The District oversees the functions, operations, management and administration as necessary to carry out the purposes and objectives of the District. Interested applicants must be owners of property within the boundaries of the Business Improvement District or their personal representative, agent or guardian. ELECTRIC CITY POWER, INC.

Two openings are available, one opening to fill the remainder of a term through December 31, 2009, and another opening to fill the remainder of a term through December 31, 2011. The Board consists of five directors appointed by the City Commission. The applicant should have time available and willingness to attend monthly meetings on a regular basis. Typically the meetings are held the first Monday of each month at 5:30 PM. The applicant must have an interest in serving in an advisory capacity to the City Commission.

Applicants should have an interest in the local community and its economic development potential. The applicant should be a business oriented person, with the ability and willingness to bring a balanced perspective to advising the City Commission in its efforts to provide reliable and economic supplies of electricity to the City of Great Falls, its residents and other electric consumers served by ECP. At this time, ECP and the City continue to participate in efforts to construct and own a portion of Highwood Generating Station. With the passage of time, and a number of events that have occurred over that time-frame at the State and Federal level, on-going levels of project participation are being evaluated by the City Commission.

In addition, there are issues brought before the Board by various community members, such as the role of public power in Montana, and balancing environmental and economic challenges. These issues may present board members with opportunities to explore various perspectives in regards to ECP's core directives.

ECP plays a small but important role in many of these arenas, when considering the current national and global aspects of the issues. As a result, the ECP Board finds itself in the position of providing a forum for community members to make public comment on issues that are important to them. Often, the requests made of the ECP Board and the City Commission in regards to these matters are outside of their respective spheres of influence. Due to limitations imposed by emerging technologies, cost/benefit considerations, political environment, and Federal and State oversight, the role of the ECP Board and City Commission may be to provide a public forum to listen to citizens comments on the various issues. ADVISORY COMMISSION ON INTERNATIONAL RELATIONSHIPS

One opening to fill the remainder of a three-year term through March 31, 2011. The Commission consists of nine to eleven members. The Commission provides support, coordination and exchange of information for international programs in the community. Meetings are held on the fourth Tuesday of each month at 7:00 PM. PARKING ADVISORY COMMISSION

The Parking Advisory Commission has three openings for three-year terms through April 30, 2011. The Commission consists of five members, appointed by the City Commission, and an ex-officio member appointed by the Business Improvement District. Experience or interest in the Great Falls Central Business District is helpful but not necessary. The Commission advises the City Commission, City Manager, and Community Development staff on matters related to parking issues within the Parking Districts. BOARD OF ADJUSTMENT

One opening. The Board hears and decides appeals regarding zoning, housing, and building codes and ordinances; hears and decides requests for variances from standards set forth in zoning ordinances; hears and decides all other matters referred to the Board regarding zoning, housing, and building ordinances. Members must be residents of the City of Great Falls, and must be qualified by experience or training in construction matters. Expertise in architecture and/or Montana State Law is desirable. The Board meets on demand, approximately ten times per year, generally at 4:00 p.m. For additional information, contact the Kim McCleary at 455-8405.
