Electric City Power, Incorporated (The Corporation): Regular meeting of the Board of Directors
Great Falls Civic Center, Gibson Room

CALL TO ORDER: 5:31 PM

ROLL CALL: Directors present: George Golie, Randy Gray, Bob Pancich, Bill Ryan, and Dawn Willey. Also present were the ECPI Executive Director, City Manager, Assistant City Manager, and Administrative Officer.

  1. EXECUTIVE DIRECTOR REPORT

    Executive Director Balzarini gave an overview of the Montana Consumer Counsel's testimony in relation to the City's petition to the Montana Public Service Commission (the PSC) to operate a small customer electricity supply program. Data requests were submitted to the Consumer Counsel in response. She then outlined the remaining steps toward a final decision by the PSC on the petition. Balzarini also gave an overview of a meeting between City Staff (Balzarini and City Manager John Lawton, Counsel for the City (Harley Harris and Mae Nan Ellingson), and PSC Staff (Will Rosquist and Al Brogan). The Executive Director's report was concluded with a review of the ECPI financials.

    The Board unanimously adopted the Board Meeting Minutes from its March 6, 2006 meeting.

  4. BOARD MEMBER REPORTS

    Director George Golie gave a recap of a Southern Montana Electric Generation and Transmission Cooperative presentation to the Cascade County Democrats and labor unions on the Highwood Generating Station. Golie reported that the meeting was well attended and the project received a positive response.

  5. COMMUNICATIONS

    City Manager John Lawton discussed a memo outlining the ideal characteristics of electric industry legislation in the 2007 session. Directors Golie and Ryan discussed potential opportunities for such legislation and potential sponsors.

    Business Agent for the Plumber's and Pipefitters union, Ole Stimac, commented on the support of labor groups in Great Falls and said labor council representatives intend to visit the Neighborhood Councils to talk about the labor benefits of 500-600 construction jobs during the construction of Highwood Sation.

    Director Randy Gray spoke briefly about a potential opportunity of mutual benefit to the Project and natural gas developers by exploring the possibility of geologic sequestration of carbon dioxide from the emissions of HGS.

    The Board's next meeting will be May 15th at 5:30 PM in the Gibson Room of the Great Falls Civic Center.

Chairman Bob Pancich adjourned the meeting at 7:05PM
