CALL TO ORDER: 5:35 PM
ROLL CALL: Directors present: Bob Pancich and George Golie. (NOTE: A quorum was not present; therefore no official business was conducted.)
EXECUTIVE DIRECTOR REPORT
Executive Director Coleen Balzarini gave her report. She updated the Board on staff’s plans to expand the ECPI customer base. As appropriate, ECPI will execute bridge contracts to carry its current customers to 2011 and work to have all ECPI customers document their interest in long-term supply service with letters of intent. In addition, the City is working to regroup the former consortium of Montana cities, towns, and school districts to purchase electricity from ECPI.
Balzarini then gave a recap of the City’s legislative efforts this year and advised the board that the City would be entering bill draft requests to the Montana Legislature soon to advance its legislative interests.
The Executive Director then presented draft guidelines for public comment, as requested by the Board. George Golie read the guidelines aloud.
Balzarini concluded her report by providing ECPI’s unaudited financials to the Board and audience.Chairman Bob Pancich reported on the recent Cascade County Commission meeting at which the County Commission began its consideration of a zone change request by Red and Mary Urquhart.
Public Comment
Charles Bocock asked how the price Southern Montana Electric Generation and Transmission Cooperative would be charged for use of the City’s raw water compared to the rates paid by other customers. Coleen Balzarini responded that SME would be charged the same amount as other industrial water users.
Paul Stephens said he supported the Montana cities’ efforts to acquire NorthWestern Energy, but did not support construction of a coal-fired power plant in Great Falls. He said he was not clear about the public process of creating ECPI. In addition, he said he thought ECPI should be building wind turbines and trying to acquire the dams in Great Falls.
Ken Thorton spoke about the imminence of a carbon tax and said there had been no consideration of such a tax in the development of the proposed Highwood Generating Station. He said that ECPI should build wind turbines instead of Highwood Station.
Ole Stimac pointed out that Montana Governor Brian Schweitzer supports the proposed Highwood Station as part of Montana’s efforts to safely capitalize on its natural resources to meet energy needs.
Chairman Bob Pancich adjourned the meeting at 6:45PM
