Consolidated Plan
The Consolidated Plan is a detailed illustration of community development issues in the City of Great Falls and includes an analysis and inventory of community services, proposed funding to address community issues, and goals and objectives to address community priorities. The U.S. Department of Housing and Urban Development requires submission of an annual Consolidated Plan for distribution of CDBG and HOME funds.
In March 2005 the City of Great Falls completed the 2005-2010 Consolidated Plan regarding the use of federal resources for housing and community development activities in Great Falls. The Consolidated Plan process includes adoption of a one year Action Plan for the upcoming year covered.
The following three basic goals are set forth in the statutes of the grant programs and are incorporated in the Consolidated Plan:
- provide decent housing
- create a suitable living environment
- expand economic opportunities principally for low and moderate income people
Seven additional goals have been identified in coordination with the City Commission and the Community Development Department.
As part of the five year strategic plan to meet the housing and community development goals for the community, seven priorities with related objectives and proposed accomplishments are also identified in the Consolidated Plan.
The 2008/2009 Action Plan covers administration of CDBG and HOME grant programs for the time period of July 1, 2008, to June 30, 2009. The City of Great Falls must submit an Action Plan to HUD to remain eligible for funds under these programs. Depicted in the Action Plan are activities which will address housing needs, homeless needs, the special needs of persons who are not homeless, and economic development needs. Obstacles to meeting under-served needs, affordable housing issues, lead-based paint hazards, reduction of the number of poverty level families, development of institutional structure, enhanced coordination between public and private housing and social service agencies, and public housing improvements are also addressed.
