What is the Utility Payment and Information System?
The Utility Payment and Information System provides comprehensive, up-to-date account information, billing history, and service and consumption summaries online, and allows you to make your utility payments online from any computer with an internet connection. At home, the office, or on the road, you can access account and billing information with a few clicks of the mouse.
Registration is easy. All you need to register is your current utility bill and an internet capable computer. The system works with all modern browsers.
How do I register to use the system?

Registration is easy. All you need to register is your current utility bill, an internet capable computer, and access to your email account.
- Click on the Online Utility Payment & Information System Sign-on page. link.
- Ensure you are getting a secure connection, indicated by a padlock in the corner of your browser screen. If the connection is not secure, use the "Contact Us" button to let us know.
- The initial screen you see is where you will Sign-on. Click on the "new user" button to register with the service.

- Have a statement handy so you can set up your account.
- Enter your email and desired password twice. Enter your first and last name. Because your email will be used each time you log into your account, you will be asked to enter it twice.
- When all the information has been entered, click the "submit" button.
- Check your email. You should get an email from "egov"* asking you to verify your enrollment. Click on the link, and you will be directed to the Utility Payment and Information System web site.
- Enter your Email Address and Password to confirm your registration. Click to return to the login page.
- Re-enter your Email Address and Password to enter the system.
- Follow the on screen instructions. Congratulations, you've created your account!

Using the system


Once you successfully sign in, you are presented with the application screen. Click "billplay" on this screen to enter the Utility Billing system.
On the "billpay" screen you are provided with a welcome screen display showing current customer information, last payment information and amount due information are displayed. To the left are a group of buttons that provide different functions.
The buttons allow you to look at or print out previous billing statements; look at consumption, payment history, and service summaries; pay bills; and set up recurring payments
Don't be afraid to explore the options provided by the option buttons.
If you need to change your email or password go back to the Application Selection screen by clicking the left pointing arrow by the word "billpay". Click "my user profile" and follow the directions.
How do I pay my bill online?
Click on the "pay bills" buttons.
- Select the account(s) you wish to pay on. Click the check box to the left of the "Service Address", then click "pay bill". If you pay multiple accounts, you can have them all show up on this screen. Contact Customer Service to learn how.
- Indicate Payment Amount. The amount due will automatically appear in the "Amount to Pay" box. The total due and the total to be charged to your credit card will also display. Click the "next" button.
- Verify Payment Amount. Make sure this is what you want to pay on this account. Click the "next" button.
- Enter Your Credit Card Information. Ensure your information is correct and complete before pressing "make payment".
- Print your receipt. This is optional, but recommended. Press the Print icon on your browser toolbar for a copy of your transaction.
- You're done!
Errors
If you see an error in your account information, please contact Utility Customer Service at (406) 727-7660 to correct or update your information, or use the "Email Us" button on the Online Utility Payment and Information screen to send us an email with your problem/concern.
