November Meeting Minutes were approved.
There was no Police Advisory Board report. We will need to appoint a new member to this board as Sue was our representative.
Valley View Park report - No report.
We probably need to find another place to have our meetings since Jan is no longer a member of the council and will not be at Quality Life Concepts after March.
Issue of Neighborhood Concern: Sue restated two traffic issues: 1) the narrow street by Days Inn where truckers park on both sides which means two way traffic cannot pass, and 2) by CMR and 5th Street – another narrow street which doesn’t allow two way traffic if there are parked cars on both sides.
Swearing in of all council members is Jan. 8, either at Noon or 7:00 p.m.

Valley View Park report – just waiting for someone who wants to lead the effort.
Council of Councils – Tim reported they plan to draft another letter requesting that a certain percentage of capital funding be set aside for park improvement.
The Council opposed changing the one way streets in the downtown area. Skate Park and Disaster Preparedness were other items of discussion at the Council
Dave Dobbs from City Engineers office reported on Skyline Heights Drainage plans. The improvements should be bid in Jan/Feb and completed next spring.
Mac McGiboney reported on the Citizen Corps and Neighborhood Watch.
Patty announced that swearing in for Neighborhood Councils will be Jan. 8 at Noon.

Tim reviewed the Welcome Packets for new residents of Great Falls and said they have 200 ready to distribute.
Officer Brooks reported on the following:
It was decided to change the meeting night for our council from the second Tuesday of the month to the second Wednesday of the month beginning in October.
Dennis and Barbara Gray had concerns about speed and traffic in two areas of Valley View – 1) between 6th St. NW and 9th St. NW on 10th Ave. NW, and 2) 11th St. NW. Officer Brooks said he would have the “cop in the box” set up.
A gentleman who lives across from the faculty parking lot at CMR has a complaint about the litter in his yard. He has talked to the school officials and the problem improves for a short time but then gets bad again. Officer Brooks will note for officers on patrol to watch; perhaps a few littering fines would help.
Tim commented that the developer working on the housing area near the Bootlegger trail is to be commended for putting in a park with irrigation and play equipment.
Tim is working on the Valley View walking/running path again; looking for interested people to help.

Chad Parker, Assistant City Attorney, and Heather ? from his office presented the City’s process for an Injunctive Relief in the ongoing problem of the neighbor with the motorcycle track in his back yard. Chad gave directions of what information Kevin needed to gather in the next few weeks to move forward in resolving the problem.
That being the only business, the meeting adjourned at 7:35 p.m. Next meeting is Tuesday, Sept. 11.

Police Advisory Board: Sue reported that they reviewed the Special Projects Bureau and learned what programs are covered by it – Dare, Street Law, School Resource Officers, Community Policing, Citizen Academy.
City Commission: No report.
ACTION Team: Realtors have agreed to distribute postcards to new Great Falls citizens. The postcards will come to Patty who will send to correct council. It’s likely that Weed & Seed will be providing funding for these “Neighbor Packets” that welcome people to Great Falls and tell them about our service.
Council of Councils was a presentation by Air National Guard.
Issue of Neighborhood Concern: Council members wondered why we don’t hear of any commercial developments in our area like we do residential developments. Patty will check on this.

Police Advisory Board: Meets this week; Sue will have a report next meeting.
City Commission: No report.
Jim McIntyre presented plans for a housing development along Bootlegger Trail between two other presently approved subdivisions. It would be 240 single family homes plus 200 condos. Our council had no objection but want to make sure that plans for a park with irrigation are included.
Jason Kindsvatter presented information about the Guardianship Program for elderly abuse and Gatekeepers, a neighborhood watch for the elderly.
Officer Brooks reported on crime statistics for our neighborhood. The department is understaffed at the time and also needs to upgrade equipment. He commented on the rewards of the Dare Program in getting to know outstanding teenagers in the neighborhood.
Kevin Willems of 207 30th Ave. NE reported that no progress has been made on the issue with his neighbor. Patty suggested he write a petition, have the neighbors sign it and present it to the City Commission.

Peggy Bourne presented Neighborhood Council boundary changes that have been discussed to bring them into alignment with voting precincts. She distributed 2 options neither of which affect Council 3. No decisions have been made yet.
Kory Larsen presented the Animal Control Ordinance that the City Commission has approved. Appeals by individuals can be heard by neighborhood councils. Kory said he would attend the first such appeal we might have to walk us through the process.
No group decision was made by our council for Mapril.
Kevin Willems of 207 30th Ave. NE has a neighbor with vacant lots next to his house that are being used as motocycle, dirt bike, and snowmobile tracks. When the wind blows, dirt from these mounds is deposited in Willems yard and he goes through the time and expense every year of cleaning the dirt from his yard. He has talked to his neighbor on 3 occasions to no avail. Our council moved, seconded, and passed a motion to write a letter in support of Mr. Willems civil action. Gary will write the letter and have it to him by end of week.
Tim announced that new playground equipment is installed at Noah’s Ark Park. Thanks to the City for getting the grant and installing the equipment.

Council of Councils Report
Tim reported on the last meeting where the main discussion was learning about funding for the city parks. The councils are working on a letter to be presented to the City Commission asking for actual dollars going to parks in areas where development is occurring rather than just a general fund.
Some council boundaries are being changed to align with voting districts.
Tim applied for a Hamburger Helper grant/award for parks.
City Commission Report: Patty was absent so there was no report.
Police Advisory Board: Meets Thursday; Sue will report next month.
Action Team: Has created a postcard to be given to new city residents through realtors to get more people involved in Neighborhood Councils. Tim has list of interested people from the Christmas Stroll for our neighborhood and will email the list to all so we can each call a few and invite them to the meetings.
Gary Nowell from VISTA is recruiting volunteers for Excel Mentors, Big Brothers Big Sisters, and CASA.
Jon Thompson and Sara McCafferty presented a slide show on Natural Areas Management Project. They are looking for feedback from the community about whether to proceed with the project. If we approve of the project as a Council we will write a letter to the City.
JC pool improvements are scheduled for completion in July of 2008. Splash decks have been added to the project. Watertower pool will be closed for repairs during 2007 season while JC and Mitchell remain open.

Sue brought up a traffic problem on River Road; during the 5:00 o’clock rush motorists trying to turn left onto the bridge have to wait a long time. There is no turn arrow. She asked Tim to talk to someone in the council that covers that area at the next Council of Councils meeting.
