Meeting was called to order at 635pm members present were Chair Bob Stubbs, Secretary Audrey Finlayson, members Jason Carnahan and George Littlefield . The pledge was dispensed with due to lack of a flag.

GOOD NEIGHBOR AWARD: Chairman Stubbs read letter from Council 8. Council 8 was called up and the award was presented to the Great Falls Pre-Release Center. Paul Cory accepted the award. The meeting was suspended for refreshments.
Rick Kavulla Vice-chair joined the meeting.
COMMITTEE REPORTS:
Great Falls Community Ice Project: Ed Stahler displayed pictures of the $4.5 million dollar building that they would like to have and the inflatable dome that they are now trying to purchase for $220,000 from Colorado. They have requested that the school district sell them the land instead of leasing it to them for $3,000 an acre. They have a temporary permit for two years. They got 84 days of ice this year instead of 120. Ed hopes that the dome will be operational by September 1st. He invited everyone to rally for the rink on New Years Eve.
Heren Park: Woodie Gay reported that someone chopped down 8 foot blue spruce in the park. Good News: Dave from Black Eagle has a tree he will donate. The shelter should be shipped the 1st week in January. They are looking at options for picnic tables. There is $3,336 in the City account with $1,000 of that designated for shrubs. Jason Carnahan has secured someone to donate the time to pour the concrete. The park committee has approval to put up the shelter. Committee was commended for their 5 years of service. Woodie said that they will be going to Council 3 again.
OLD BUSINESS: minutes were approved as read with amended changes of Ron Kinder and $250 instead of 4250 for the bake sale proceeds.
NEW BUSINESS:
Community Policing Visit: Noah Scott presented the crime stats. He was asked about the Fireworks problem at the ballpark that Cory Reeves told us that he would get back to us about. There was a discussion about problems in Home Garden Park which is located in Council 2. Woodie Gay asked about abandoned vehicles. George talked about manning for the GFPD.
School Safety: Letter from George Littlefield to Bryan Dunn dated December 9, 2005 was entered into the record.
Location of Council 4 Meeting: There was discussion regarding the location of the Council meeting. Rick Kavulla made the motion that the meeting be moved to highwood trailer park. Jason 2nd. Motion passed 5-0
By-laws Change by-laws: Motion was made by Rick Kavulla that in section 4 of the by-laws under meetings it should read that Council 4 meetings are held on the 4th Thursday at Highwood Trailer Park.. George 2nd. Motion passed 5-0
Other areas of Neighborhood Concern:
Neighborhood Watch: Patty announced and introduced Jan Wolfe who is the new Neighborhood Watch Coordinator with the Retired Senior Volunteer Program. Jan and others will be coming to future council meetings.
Public Power meeting: Council 4,5,6 meeting on January 5, 2005 at East Middle School Cafeteria at 7pm. Bob Stubbs will contact Bryan Dunn about getting chairs instead of having to use lunch tables.
Budget Meetings for City of Great Falls: will be facilitated by Mickey Fearn January 30 from 5-9pm and January 31st all day.
Flag for meetings: Rick Kavulla will work on getting a flag for the meetings.
Good Neighbor Award discussion: Should state officials be eligible for the award was the discussion.
Centralization of Polling Places: There was discussion about this. Motion was made by Jason Carnahan that George draft letter and send to other councils and then on to Peggy Carrico. 2nd Rick Kavulla Passed 5-0
Wal-Mart Progress Discussion: Susan Hillstrom and Mike Enk asked if Wal-Mart had come to our council. Mike Enk stated that they are showing the movie The high-price of low-cost at the library. There was discussion as to if the City could stop the sale of private land. The city only has power over annexing land. There was discussion of having Walmart officials coming to Council 4. Audrey Finlayson suggested that the members from Council 4 that are able to should just attend the Council 5 meeting and then report back at the next Council 4 meeting. There will also be a meeting of the planning board at an unknown time.

CALL TO ORDER Meeting was called to order by Chairman Bob Stubbs. Pledge of Allegiance was recited. Members present were Bob Stubbs, George Littlefield, Audrey Finlayson, Jason Carnahan, Rick Kavulla.
COMMITTEE REPORTS
Heren Park Development- The Park has received the following donations: $650 from niece of Lincoln Anderson, $5,000 from estate of Lincoln Anderson, $250 from Gannet Foundation. Woody will be at the next meeting. The council gave a HATS OFF to the committee for all their efforts.
City Commission Meetings- No report.
OLD BUSINESS
Approval of minutes: Minutes were approved as read.
Council of Councils report: This lengthy report was read by George and Audrey.
George acknowledged Cecil Warren and Rick Kinder for their service to Council 4. He welcomed Rick and Jason to the Council.
Patti was also introduced.
Rick Kavulla said that he made a recommendation to the study commission to have student reps as part of the council. Have 2 students for each council.
By-laws will be reviewed at the next meeting.
Letter from George Littlefield dated Oct 15 to DOJ was entered into the record as well as a letter dated October 27th to the CCHD.
Council Elections: Bob Stubbs was elected Chairman, Rick Kavulla Vice Chair, and Audrey Finlayson was elected Secretary.
NEW BUSINSS
Soccer Park Update: Kreg Jones reported that they had to fence in the soccer park. Ralph Beltrone helped to get a lot of donations. He talked about the parking and the design for the pavillion. They contracted with Pepsi. Working on the playground. 10 fields are done. The grass did not grow as well as they would have liked. They have had irrigation problems. They are in mediation with the Contractor. There will be more landscaping done this spring. Weeds are a big problem. Rick Waldenburg from Talon has been of great help. Woodie asked about the flooding problem on 57th Street. The water is paid for by the Soccer Foundation not by the City of Great Falls as had been mentioned in a City Commission Meeting.
Habitat for Humanity: Susan McCord had to leave the meeting. Patti Cadwell gave the report and handed out the brochure about the Restore.
Other areas of Neighborhood Concern:
Design and Review: There is a sketch of the proposed Eastside Walmart and information about the Proposed Walgreens on 10th that were presented by Patti.
It was discussed that it would be nice to have a map of the Neighborhood Council areas in the next issue of the City News that is an insert in the Great Falls Tribune.
Meeting night Change: There was discussion about changing the night of the meeting. Jason made the motion that the meeting be changed to the 4th Thursday instead of the 3rd Thursday. Aug 2nd. The next meeting will be on December 22nd.
Civic Center Advisory Board: Bob Kampher said that they have 2 projects that they are working on. Physical improvement events surcharge and operation user fees increase. He asked how we thought the cost of events should be funded. There was some discussion about this.
Public Power: Patti said that there will be joint Council meetings in January and that the one in our area will be at East to accommodate large group.

COMMITTEE REPORTS
Heren Park Development- Woodie Gay stated that there is $12,786 in the account. $1,000 of that is for trees, shrubs and flower beds. Benches are done. Went out for bid for the picnic shelter. Bids were $8,597 -$17,942 16x24 with a hip roof. They ordered the one for $8,597. The shelter should be delivered soon and will be warehoused until spring. Concrete is estimated at $2,000 and then they will get the benches for the shelter. Shelter withstands 90 mph winds and 40 PSI snow load. Hope for spring for concrete work. Park will be done after that.
School Zone- George discussed the fines doubling in school zones and entered a letter into the record dated October 15th to the MT Dept of Justice. Larry Stimac asked about the accuracy of the cop in the box.

Blue Ribbon Committee- Draft is available on website. Chuck Tourtilett distributed a handout titles Proposed Animal Control Ordinance October 05. Lynn Russell and Chuck had 25 minutes of discussion on draft ordinance. Audrey Finlayson asked about a waiver or license fee for Senior Citizens for one companion animal and if that was or could be part of the ordinance. Rick Kavulla asked about the barking dog log and how that is kept.

NEW BUSINSS
Community Policing Visit- Cory Reeves reported about crime stats for previous year. He also reported that they are still 6 officers down.
Great Falls Transit- Jim Helgesen The Council advised him of the situation of 7th Ave South and buses speeding. He said that they are committed to safety first and have been looking for somewhere to purchase radar guns. George Littlefield provided some suggestions of where used guns could be found. Jim asked that if we know of any problems that we please call right away so they can identify the problem and take care of it right then. He also said the the buses are aging and very expensive and of course there is not a lot of more to be had.
Local Government Study Commission- Jane Meyer the purpose is to study the form of government that the City has. This study is done every 10 years and must be voted on and it was voted to happen last year. A change in the form of government has to go back to the voters. A supplementary report only needs to go to the City Commission. Suggestions were given regarding monitoring of skate park and accomplishments of Council 4 were discussed including Heren Park, SAFE Team, and Fines Doubling in School Zones.
Copies of letters were entered into the record which included letters to Park and Rec and one from the Halls who received a good neighbor award last month.
Other areas of Neighborhood Concern:
Bob Ferguson had made a complaint about the Home Place 4300 2nd Ave North (which is in the County) Jay Parrot was contacted. Jim Schulanberg wrote a citation for the property. They have to wait 30 days, The owners are in Kalispell.
Council Retreat is tomorrow and Saturday.

Minutes June 21, 2005
Highwood Trailer Park
630pm Meeting was called to order with Chairman Bob Stubbs, Vice Chair George Littlefield, and Secretary Audrey Finlayson present. Pledge was recited.
Present at the meeting were: Carl Adams, Larry Stimac, Betty Stimac, Mary Faye, Diana Meyers, Commissioner Beecher, Jan Cahill, Officer Cory Reeves, and Patti Cadwell.
Minutes from the June 16,2005 were read. Patti Cadwell stated the correction in the last date to file for election is August 25th. Motion was made to accept the minutes as approved by George Littlefield, 2nd by Audrey Finlayson. Motion passed.
Good Neighbor Awards Chairman Bob Stubbs read the letter of nomination from and Commissioner Beecher presented the award to Mary Faye. George Littlefield read the letter about the Reck family. The Reck's were not present as their was some miscommunication and they were not notified to attend the meeting. They will be called and have the opportunity to come to a future meeting.
Meeting was suspended for refreshments until 7pm.
Chairman Stubbs welcomed Jan Cahill from the School Board to the meeting.
Community Policing Visit Officer Cory Reeves told us that Glen Stinar had been promoted to SGT so he will be going to Patrol. He talked about the vandalism that occurred near Benefis West. Fake Ids continue to be a problem and access to them through computers are easy. He and his partner write grants and received one for $52,000 for minor alcohol sales. They had about 17,000 traffic tickets yearly and made 4800 arrests last year. This is why they needed to add a City Prosecutor.
George Littlefield explained a situation with cars being stopped at a red light in heavy traffic and then an ambulance comes would a person that is trying to pull over and hits another car be ticketed? Cory Reeves said that he would discuss it and get back to the council. He told us about the strobe lights on SGT cars and fire trucks that change the lights to green that would reduce the chance of something like that happening. He added that these lights were very expensive.
Bob Stubbs said that there has been a traffic problem in his area on 7th Ave South between 42nd and 57th streets. He also mentioned that the City Buses are speeding in this area. Patti Cadwell said that she would see about a representative from the Transit coming to a future meeting.
Discussion occurred on fireworks problem and several options were discussed. There were 2 cases discussed were disabled people felt that they were terrorized by people lighting off fireworks. There was also a question about if the ballpark was in the City or the County with their fireworks.
Chairman Stubbs thanked Cory for taking the time to attend the meeting and answer our questions.
Audrey Finlayson announced that National Night Out is August 2nd and there will be a BBQ at the Great Falls Senior Center where the Retired Senior Volunteer Program and the GFPD will honor volunteers for their work with the Neighborhood Watch Program. This is a nationwide event. Audrey also invited everyone to come to an ice cream social on August 17th from 12-230 at the Great Falls Senior Center. This event is Bring Your own Banana and is open to the public.
Heren Park George gave the report. City is assembling th play structure Red Horse was not able to do the assembling due to deployments. The committee is working on raising the money for the shelter. They have 113 trees but 20 are not doing well. Letter to Commissioner Rosenbaum and to Eddies Supper Club was entered into the record. On August 13, 2005 3-7pm there will be an event in the park. It will be a BBQ and activities for kids and a 50/50. Flyers were distributed about the event and will be distributed to neighbors.
Laurie Mindon won the rifle from the raffle.

Neighborhood Council Coordinator Report
A retreat for Council members September 16th and 17th at the Airport. This is conjunction with a grant with the Weed and Seed District. Paula Wilmot with the Great Falls Tribune is doing a history and accomplishments of the councils. Secretary will compile some information and send it to Paula. Bob and George said that they would help if needed.
OLD BUSINESS: George spoke about the local government study commission and the need to share information and ideas with other councils.
Council of Councils: George made the motion that Bob sit on the Council as our representative. Cecil 2nd. Motion passed.
Good Neighbor Award There will be awards at next meeting. Nominations should be sent to Bob Stubbs. Audrey will coordinate refreshments and Patti will do certificates. Audrey will get frames.
Re-election Members can apply for election June 27th-August 5th.
George spoke about the double the fines in school zones becomes effective October 1st. There will be education about this starting September 1st.
George is working with Judge Harris to draft something in regards to trafffic speeds on interstate.

HEREN PARK: Rummage and Bake sale $1935 raised. The raffle has estimated profits of $3,550. Drawing will be at the park on July 7th. 2 park benches and play structure have been ordered. $1550 in working account. Red Horse may be able to install the play structure. Over 100 trees. Received a $100 donation and $3,000 left in account for the picnic shelter. They are creating a collage of the park history.

Thursday, April 21, 2005 Meeting
East Middle School Cafeteria
A meeting of Great Falls Neighborhood Council #4 was convened at 6:30 PM, 21 April 2005, at the East Middle School. Recorder Mrs. Audrey Finlayson was absent. All other council members were present. Chairman Bob Stubbs called the meeting to order and explained the purpose of this meeting was to be an open meeting in order that all residents would be able to hear topics of concern from school board trustees and candidates for the next election in May 2005.
The pledge of allegiance was conducted by Bob Stubbs. The meeting was opened to questions received from the audience and from council members.
School Board Candidates present were as follows:

Absent was Mrs. Ann Landers.
Candidates responded to questions received from the audience present. The meeting went well until the last question was received for the candidates. Chairman Bob Stubbs had opened up the questioning from the audience for tow or three questions. Mr. Jack Manning, Attorney, presented a question to candidate Jan Cahill concerning an incident that had occurred approximately 10 years ago in White Pines, Ely Nevada. This question took on the appearance of a personal attack upon Mr. Cahill, which was not received well by the audience of from the neighborhood council members or other school board members present. Chairman Bob Stubbs stepped in and terminated the discussion as an out of order presentation by Mr. Manning.
The general public and all members of the school board candidates were thanked for their presentation of ideas and for their participation in the general discussion.
Note: Mr. Cahill was very understanding of the questioning from Mr. Manning and made an attempt to answer his question with due respect for his personal attack upon his past experience in Nevada. Bob Stubbs, Chairman of Council #4, apologized to Mr. Cahill for the outbreak from Mr. Manning, as this type of conduct would not be tolerated by Council #4 members.
The meeting was adjourned by Chairman Stubbs.

Vacancy on Council- Chairman Stubbs asked if anyone was interested in Council vacancy. There was no one present that was eligible or interested so this was tabled until the next meeting.
COMMITTEE REPORTS
HEREN PARK $450 in donations. 1 new commerrative tree $3250 in the tree fund. $7200 for the play structure and $1375 in misc for things like seeding. It will cost about $8 a tree to have trees moved from Dr. Neil's home to Heron Park. The park will receive about 20 trees which are Scotch pine.
George said that he is working with the Enterprise Foundation and the foundation will meet on January 26th and they will let him know about 3 weeks after the meeting what their decision is on giving to Heron Park. Woodie gave a brief description of the Heron Park.
Audrey asked about the Dealerships. George said that he would follow up with Kari Yturri from Bennett Motors.
Chairman Stubbs introduced Patty Cadwell the New Neighborhood Council Coordinator.
PRESENTATION: VOICES OF HOPE
Stephanie Langston is a VISTA (Volunteers in Service to America) with the Voices of Hope. She provided the audience with handouts. She provided information on:

Community Outreach
They are recruiting volunteers age 18 and older. For more information people can call 771-8648 ext 3336.
Chairman Stubbs said that we were going a little out of order with the agenda.
COMMITTEE REPORTS:
S.A.F.E team Report – Jan Cahill reported that on Sunday January 9th there was a town meeting at the MSDB Gym. This day was very cold and they also were having the meeting at the same time as the Packer vs. Viking Football game. They had over 100 people sign 2 petitions. One petition was to request that the school board not move things from EMS and the other was to rescind their decision to close EMS. Larry Vaccaro was the moderator. There was one board member present (Janikula). State Senator Joe Tropilla from the Riverview area was also present. They have talked to 4 attorneys but a decision has not been made yet. The attorney would be hired to 1. place an injunction to stop movement of materials. 2.1 or more students would be harmed if they were forced to go to a school that is not completely handicap accessible. Travis Cobula (Tanzania) was attending the meeting and is looking at ways to get the school board elections to be in districts similar to Neighborhood Councils. Discussion occurred in regards to air quality testing. SAFE Team meets each Tuesday and Thursday.
COMMUNITY POLICING VISIT: Officer Glen Stinar gave a brief overview of what they do.
SCHOOL ZONE SAFETY REPORT: George reported that Senate Bill 38 is in the transportation committee. Letter dated Dec 20th entered into record as well as a letter from Dr. Bryan Dunn dated January 11th. George explained that the bill would go to pay things like Driver's Education classes. The GFPD is undermanned and needs money. There were 35,000 calls for service last year. The committee will discuss one more time and then it will go to the full Senate.
PRESENTATION: CASI"NO"-Ben Forsyth explained the problems of gambling including suicide and bankruptcy. State doesn't pay for treatment. Tim Spencer (Brighten up shop) gave his feelings on this problem. Ben showed a map of where they want to move all new casinos. (Which would be in and/near North Park). Kendra Owen spoke about Fox Farm Casinos. Two handouts were distributed. 1. Just one more Casino January 2005 2.No Casino August 2004 someone reported that it was difficult to hire Dr's because of image. Kendra gave several examples of families in need and has problems because of gaming. Gary Ehnes HiHo Tavern said that there are too many licenses and signs need to be reduced. Someone stated that Joe Tropilla is trying to deal with the license issue in the legislature. Gary from Good Time Charlie's-felt that there was a zoning problem.
The Council was asked to recommend to the City Commission that we support this group's proposal. The council briefly discussed it and chose to table this until we can meet again to discuss it.
