Meeting Minutes
Highwood Trailer Court Clubhouse
December 28, 2006

Present at the meeting were: Chairman Bob Stubbs, Vice Chair Rick Kavulla, George Littlefield, Secretary Audrey Finlayson with 14 other citizens present.

Call to order at 638pm. Pledge was recited. Council was introduced. School District Trustee Steve Erwin welcomed.

GOOD NEIGHBOR AWARD: Chairman Stubbs explained about the Good Neighbor Award and read the Good Neighbor nomination submitted by Woodie Gay and Heren Park Committee. Good Neighbor Awards were given to Brian and Carlie Boland and others.

Meeting was suspended for 15 minutes for refreshments.

COMMITTTEE REPORTS:

Police Advisory Board: no report

City Commission Meeting: Rick reported that the City Commission took more comment about the coal fire generation plant. Additionally, comment was taken on the land on the eastside of town to be used for business improvement. Neighborhood Council 5 is in favor of gradual development of this area.

Guynn Report: They are continuing to have the problem. They have not heard from Stinar. Audrey suggested that a log be kept. Patty Cadwell said that the Council 5 meeting may be changed due to MLK Day. Patty will let Council 4 know what date the meeting will be held. Rick will attend the next City Commission Meeting and mention the problem. Mac McGiboney will meet with Sgt Stinar about this.

OLD BUSINESS:

Approve Minutes of last meeting as printed Motion made by Rick Kavulla and 2nd by George Littlefield.

Skate Park: George asked the students what they thought about the skate park or suggestions that they have. One of the students is really in favor of having a mural as was someone else in the audience. This will be brought up again at City Commission Meeting by Rick.

NEW BUSINESS:

Neighborhood Concerns:

School Zone Safety Concerns. George entered several letters into the record. Submitted paperwork to Oprah for the keepkidsalivedrive25 program.

OTHER BUSINESS:

School Board Trustees: Steve Erwin joined the trustees in May. The single member district voting districts was discussed.

Homeland Defense Volunteer Coordinator Report: no report

Home Place: County Commission Meeting. Bob spoke with Theresa Diekhans sent them another letter and supposedly they will move on the property in the week. Next week Theresa is meeting with someone about the trailers. Rick will also advise City Commissioners that progress has been slow.

Council 4 members absence: Audrey made the motion that the Council 4 send a letter to Jason Carnahan to ask him what his intentions are as he has only been present at two meetings in 2006 and if he is not going to participate if he would resign so that someone that will participate can be appointed to the council. 2nd by George Littlefield. All in favor 4-0

Next Meeting is January 25, 2007 and Council of Councils meeting is January 17, 2007 at 7pm at the Gibson Room and Council 6 will be running the meeting.

November 30, 2006 630pm

Present were Chairman Bob Stubbs, Vice Chair Rick Kavulla, George Littlefield, Secretary Audrey Finlayson. In addition to the Council there were 19 citizens in attendance at the meeting.

Call to order. The meeting was called to order at 639pm. The council was introduced. Students from Great Falls High were welcomed.

Committee Reports:

Police Advisory Board: Audrey reported who was on the council that there was a tour of police department.

City Commission Meeting: The Home Place was discussed.

Sgt Stinar talked to Guynn’s about that Audrey will follow up with Stinar and with Council 5.

OLD BUSINESS:

Approval of minutes George made motion minutes be approved as read. Rick 2nd Motion passed 4-0.

NEW BUSINESS:

Letter from Cascade County Attorney dated October 30, 2006 read by Chairman Stubbs and entered into the record.

Home Place Update: Jim explained the history of the home place and gave us an update of what was happening with that.

New County Littering Ordinance was explained.

Single Cans of Beer Sales: Officer Jesse Slaughter Support Services Division He talked to local business owners what their concerns are and what they felt the community needs are and one of the greatest needs was public intoxication. He told the Rose Torres story.

Patty Cadwell left the meeting at 730pm

City Attorney Cory Larson working on new ordinance. Jesse explained the basics of the ordinance including moving the alcohol away from the door and having it locked from 2am-8am.

Len Watkins: Gusto Distributing discussed his view on this topic. He feels that this is prohibition.

Neighborhood Concerns
Skate Park: Audrey asked students to talk to their friends about the problem at skate park.

Rick mentioned email from Jason regarding a traffic problem. The resident will be asked to come to the next meeting to explain the problem in further detail.

Call to order. The meeting was called to order at 630pm. Council was introduced.

Committee Reports:

Police Advisory Board: Question about how do we feel about the grant that they received and did they support more action? All present stated that they felt that this was a good thing and that supported it.

City Commission Meetings Audrey attended and asked the question from Council 4 to City about funds for the Police Department that are being raised from the doubling the fines in school zones. Audrey also updated them on the Home Place and said that Bob Stubbs and she had been to the County Commission meeting. If they were not making progress that we would be back to the City Commission to see how they can assist us with this problem.

School Zone Safety: George reported that he was not happy about how the funds has ended up in the City’s general fund rather than going to the local law enforcement agency. George talked to someone from Billings about what he was working on. Sharon reported that she read a study that says as many accidents happen

Heren Park: Woodie Gay reported that he amended his report to last months that said he wouldn’t have any further reports. He has a report. The picnic was great. The picnic shelter was completed. Bryan and Carlie Bolan built the shelter. Bonnie and Cecil Warren are getting a card sent signed to them. Woodie would like to nominate them for Good Neighbor Award.

Letter to the Editor from George Littlefield was entered into the record dated October 15, 2006.

OLD BUSINESS:

Approval of minutes from September 28, 2006 Motion made with correction by Rick and 2nd by George. Motion passed 4-0.

Home Place: Bob shared the display with those present. He stated that he went to the County Commission. Letter from Shelly Fagenstrom dated October 11, 2006 entered into the record. Bob reported that the only thing that we had heard was what in the Great Falls Tribune. Commissioner Olson said that he would come back and he has not been back. Bob encouraged people to write letters. Is there a lender involved in the property? Asked Sharon. Bob stated that he would be at the next County Commission meeting. The Guynn’s asked about sending information for the tribune to investigate why this is not making any progress?

School Board meeting: Audrey suggested that we attend there meeting. Get added to the agenda at the next school board meeting. Find an attorney that would submit a letter to the county commission?

Patty Cadwell left the meeting at 730pm.

NEW BUSINESS:

Individual Development Accounts- Kate Riley AmeriCorps VISTA was not present at the meeting.

Neighborhood Concerns: Continued problem with Pete’s Auto. Neighbors were encouraged to get petition and present it to the council so that we can take other action.

County Commission Law Change: Audrey explained the ordinance change.

CDBG Committee: Audrey explained that we received an email that there are openings for this committee.

OTHER BUSINESS:

City Government Study Commission: Sharon reported on the final report.

Disaster Preparedness discussion occurred.

Good Neighbor Award: Frank Ghee is the recipient of a good neighbor award. He was nominated by Glenn and Pauline Nielson. The letter was entered into the record.

COMMITTEE REPORTS:

HEREN PARK: Woodie Gay gave a report of the History of the park. In February 2001 put an ad in the paper about citizens that would come to a meeting about what to do with the park. A committee was formed. Everything is done except for a few minor things with the picnic shelter. This is the final report from Heren Park. The committee has ceased. Woodie will continue to work with Park and Rec on a few details. They plan to have a potluck in the park yearly.

Police Advisory Board: Report was given by Audrey Finlayson The next meeting will be in November.

Council of Councils: Report was given by Bob Stubbs. The Council received a briefing about the Coal Fire Generation Station, Pool Bond Issue, Good Neighbor Day, and Neighbors Right Here members were introduced. Next meeting is in January.

Old Business:
Approve minutes of last meeting. George moved that minutes be approved as changed. Audrey 2nd Motion passed 3-0.

George submitted a letter that will be presented to the City Commission for the work that Jerry McKinley did to correct the signs that were installed in incorrect locations. George also said thank you to Eve Franklin and the Great Falls Police Department for their work with school zone safety.

Home Place: George said that it is still being looked at and the area is under investigation regarding the fire. Bob Stubbs explained why he went to commission and that he expects a follow-up from the commission.

NEW BUSINESS:
Community Policing VISIT:
Home Place: It is against state law in MT that the fridge issue needs to be taken care of.
School Zones Safe Kids and Safe Communities Committee: Carol Keaster will pay for the signs. 426 school zone violations were written last year which is over $100,000. The highest time of violation was after the law came into effect in October and January.
Crimeweb.net will tell you about sex offenders moving into your neighborhood or potential violations.
New City Ordinance: Beer sales, Beer cabinets locked, and floor displays.
Alcohol Compliance Checks: Is a huge operation that they are doing 3 times a year. They are thinking about going to a once a month system 10 stores 5 buyers and 2 officers and do it once a month $355,000 grant to cut down underage drinking.
Neighborhood Complaint Noah received a complaint from 42A Street about a flute player. It is not a flute but a kilted whistle. She needs to practice outside because of acoustics. She will try to work her whistle playing outside not during the night.

George asked where the money went for the school zone fines were going to? Bob Stubbs will discuss that at the next City Commission Meeting.

Carl Adams spoke about loud music and loud cars.

Neighborhood Concern: Jerry Kelly from 361 Carol Drive is having a problem with a neighborhood dog. A Barking Dog Log has been kept. People that own the animal have been unresponsive. The Humane Society needs to be contacted and see what they can do. The Council would like a letter sent to the council in regards to this issue and then the Council will contact the Humane Society to make a presentation at Council 4 meeting.

Guynn’s spoke again about the problem at Pete’s Auto with the PA system and the buzzer. Audrey Finlayson stated that she had spoken to Sgt Stinar about this issue. Noah Scott will talk to SGT Stinar about this and work on it some more.

George asked who was the new Community Policing Sgt. The answer is SGT Stinar.

School Board: Wants more input from the neighborhoods. The big issue is replacing top administration. This is a legislative year. 186 student decrease from last year. October 10th is the date that is used to determine funding based on student population. Stu Nicholson talked about at the last school board meeting that the foreign exchange students were introduced from various counties. Health insurance costs are on the rise. The school board meetings are held on the 2nd and 4th Mondays of each month. Council 4 Chairman Stubbs encouraged everyone to attend a school board meeting.

George said that he is receiving calls from educators from Billings, Bozeman, and Helena about the Drivers manual.

Coordinators Report: Patty Cadwell gave the report about the Pandemic Flu Planning Preparedness Committee. Good Hygiene is important as is getting flu shots. Patty brought planners and handouts should a disaster of any kind occur.

November 23rd Thanksgiving so George made the motion to move the November Council Meeting to November 30th. Motion 2nd by Finlayson Motion passed 3-0.

The meeting was adjourned at 745pm.

Neighborhood Council August 24, 2006

Meeting begin at 630pm Pledge was recited. All Council members present.

HEREN PARK: Woodie Gay gave the report. Concrete work has been paid $1,058. They have $554.96 in account and plan on using that for a party in the park on September 24th. $1,000 in shrubs still need to be planted. Picnic Shelter is about 75% built. They are 4 panels short of finishing the picnic shelter. Wooden shelters for tables may be available that Rivers Edge Trail did not want. Next meeting is August 31st at Jean Dawson’s house. This meeting will be to plan the party in the park. With in-kind has been over $100,000 has been put into the park. George apologized to the group that he had not been able to talk to John Lawton about the

The Home Place. August 8th Chairman Stubbs went to County Commission Meeting and he presented the information that George prepared. Commissioner Olson was given the floor. Commissioner Olson felt that coming in person was important because a year has been to long. Community Decay issues are important to Commissioner Olson. Fireworks they were denied a fireworks permit. There are others nearby that had fireworks. Commissioner Olson handed out a handout about Community Decay. Civil Attorney. Patty Sheldon DBA a partnership entered into negotiations of selling the property. According to the potential buyers the sale will not happen a few months. They believe that Patty Sheldon is back in flathead county. Today is final round of budget hearings and they do not have money in the budget for cleanup.

Fireworks Audrey asked about County requiring notification of property for those that request permits for special occasions be asked to publicize when this will happen so that we can notify those individuals that get very upset as well as those pet owners.

George further talked about property at the Home Place. He is very concerned that someone is going to get killed in a refrigerator. Also has concern about trucks with diesel fuel and potential fires.

Commissioner Olson spoke about working on fireworks through zoning.

NEIGHBORHOOD CONCERN: Sandra and Gary Guynn 36th and 38th 10th Ave South. The phone went off when he talked to Mr. Bleskin about the problem. He said that he would get it taken care of. The next day the phone seemed to be toned down. That lasted about two weeks and it is loud again. 3 days ago he spoke about the ringer things. Went and spoke with Pete Bleskin. Toad Bleskin said he took care of this problem. The question was asked what could be done 2am. It rings all night long. They understand the PA system but why this ringer?

Audrey said that she would contact SGT Stinar about the potential for violation.

It was recommended that they get a petition and talk about the impact on the neighborhood not just on the houses directly behind the business. The council advised how to do a petition.

Patty Cadwell recommended to Audrey when speaking to SGT Stinar about this to let him know that the neighbors are working on a petition that neighborhood council 4 will present to the city commission.

Neighborhood Council 5 Meeting Rick and Bob talking about where Wal-Mart was going to go. Dan Huestis wants approval of Council 4 and Council 5 as he wants to have the land annexed into the City. Final hearing will be September 5th. He wanted us to write a letter or garner our support to the commission so that they can annex it. Doing the annexation will help the process faster for a future potential development. Dan did a lot of research and explained the stats about the area and decline in population. The state has grown at a rate of 36% and Great Falls has declined by 4%. Rick asked about Road entry and streetage for going into the property. The business would be responsible for that negotiation. Fly Zone would not be affected. Rick recommends sending a letter of support
Rick made a motion that NC 4 send a letter of support of annexation for this property to the City Commission on the Southside of the property. Motion passed 5-0. I will type the letter to be taken by Chairman Stubbs to Commission Meeting on September 5, 2006.

10th Ave North Speed limit: George Littlefield inquired about 10th Ave North and speed. Commissioner Olson will look into it. Milo inquired about 2nd Ave North to Central is County

Other Neighborhood Concerns: Bob Stubbs read letter note from Carl Williams about a red datson parked at 4225 8th Ave North that has expired plates and trash and tall weeds in back yard with excessive dog feces in the yard. Audrey was asked to talk to this with SGT Stinar at the time of speaking to him about the other issue.

Patty will ask Heather about the address at 3605 8th Ave North.

Council of Council Meeting will be held August 29th 7pm at the Gibson Room.

School Zone Safety: George wanted to thank the GF Public works Jerry McKinley about the school zone signage problems. Rick commended George on the work he has done with school zone and they talked about the school zone education to parents and students in back to school packets. Mr. Huff will be doing PSAs this fall.

Fair Booth: George asked Patty about Councils having a booth at the State Fair and maybe having it at River Fest.

Neighborhood Council #4 Meeting July 27,2006

All members present. The chair asked that it be noted in the minutes that it was very hot at the meeting.

Meeting began at 6:36pm pledge was recited.

HEREN PARK: Woodie gave report. Concrete has been poured pavilion has been put on site will start erecting next week. $1200 for concrete. The shelter footings are 2x2x2 and will withstand 90 mph winds.Park and Rec bringing boom truck down to put roof on the shelter when that is ready. George will talk to Lawton about the flower beds and shrubs as they have not been put in. Giles is going to up the sprinkler time as lawn is turning brown. Meeting will occur after shelter is erected and then they will decide when they will have their grand opening. Giles said that he will get someone come in to do some asphalt work after the pavilion is up. The trees are doing well except for a couple of cottonwoods. Not going to prune until 2-3 years.

Minutes were read by Audrey. George made motion to approve minutes as read Rick 2nd 5-0.

July 5th Bob Stubbs, Jim Reardon, Ralph Brandenburg, Marty Batista, someone else had a meeting at the corner of 9th Ave South and 40th Street regarding problems at this intersection. They have already painted the curbs and put the stop signs up. Lithia was supposed to have 15 parking spots for their employees not only on the street parking. Letter was presented to Jim Reardon from Council 4.

Carol Franco letter entered into the record. Chairman Stubbs read letter. Chairman and Vice chairman have been out to the location. July 7th Debbie Kimball Public Works sent letter to clean up. Rick spoke with the Dad about the property. Audrey encouraged Carol to attend the Council meeting.

George asked about 3605 8th Ave North. The yard is bad in the front and back. Can the council look into it? Patty Cadwell will talk to Heather about this concern.

George talked about the fire on Wednesday and neighborhood problems slum and blight in regards to the Home Place. Concerns about safety and hazards that exist on that property.

Rick feels that drafting a letter to county commission and to get rid of the slum and blight. George will write letter and give to Bob to take down. There were complaints by numerous concerned citizens about this property. Motion Rick Kavulla to submit letter to County commissioners to address the issues at the property. 2nd by Jason. Motion 5-0

George said Thank you to Patty for the City news school zone safety.

GFPD Meeting report by Audrey

Neighborhood Pools: Tim Austin wrote about Neighborhood Pools Motion was made by Rick Kavulla to send a letter to Council 3 to support them. George 2nd 5-0 letter to Tim in support of pools.

Petes Auto sales phones ringing on Sunday morning. Bob got phone calls and will look into it.

RiverFest Rick Kavulla was a volunteer. Manned information booth. He had a great time. Please attend if you can. Dealing with a lot of great people. Celebrate the River and the river corridor. Rick encourages everyone to volunteer.

Woodie commented that his in-laws were in town and they were very impressed with the looks of Great falls and the interpretive center.

George waiting on letter from state about definitions. He has requested other states drivers’ education curriculum.

Minutes June 22, 2006
Highwood Trailer Park

630pm  Meeting was called to order with Chairman Bob Stubbs, Vice Chair Rick Kavulla, Member George Littlefield, and Secretary Audrey Finlayson present. Pledge was recited.

Present at the meeting were: Larry Stimac, Betty Stimac, Diana Meyers, Sgt John Sowell, Sharon Brandenburg, Ralph Brandenburg, Ole Stimac, Susan Humble, Candace Payne, and Patti Cadwell.

Minutes from the April 27, 2006 meeting were read as there was no meeting in May. Motion was made to accept the minutes as approved by Rick Kavulla, 2nd by George Littlefield. Motion passed.

Heren Park Committee Report: Woodie Gay reported that the concrete should be poured this week. Shrubs should have been put in last week but were not put in. The tree that was cut down has been replaced. On June 20th a letter from Council 6 was received by Chairman Stubbs showing their support for our Council and trying to reduce vandalism in the park.

Police Advisory Board Meeting: Audrey reported that the next meeting is July 4th and she will attend and have a report at the July meeting.

Student Traffic Safety Committee: SGT Sowell said that the bus line for the school district changed about 6 months ago. A lot of people had been using the bus zone to drop off kids. They can not park in the bus zone at any time. Changes have been made and starting this fall the busses at Lewis and Clark will go to the back of the school.

School Zone safety issue letters entered into record from George Littlefield.

Neighborhood Concerns: 40th Street from 8th Ave South to 10th Ave South There is too much speeding. It is being used as a through street. There is not enough parking. Employees from Lithia and Petes are parking up the 9th Ave South and to 40th street making it difficult to see if someone is coming. A petition was presented by Sharon Brandenburg. A motion was made by Rick Kavulla and 2nd by George Littlefield to accept the letter and draft a letter from the council to public works requesting that they do a traffic study. Motion passed 4-0. Audrey will write the letter and Bob Stubbs will sign it and present it to the Public Works Department. It was also recommended that the curbs be painted so that vehicles can’t park all the way to the corner.

Minutes from the April 27, 2006 meeting were read as there was no meeting in May. Motion was made to accept the minutes as approved by Rick Kavulla, 2nd by George Littlefield. Motion passed

Letter fro Fire Dept Mr. Lievere was read by Rick Kavulla.

Good Neighbor Day is Sunday September 24th.

Benefis Healthcare: Susan Humble was given 10 minutes to give a brief presentation about Benefis Hospital. The Hospital is the largest non governmental employeer in Great Falls. They wrote off $7 million in charity care in 2005. They are a nonprofit and the largest hospital in the state. 64% of their patients are on Medicare and Medicaid. She spoke about the Heart Institute Tower.

SME: Candace Payne was given 10 minutes. She gave a brief presentation about the plant what it would look like and the impact that it would have on the community. There will be a public hearing at 7pm at the Civic Center Missouri Room regarding the coal fire plant. Ole Stimac is a business agent for the Local Union #41. He talked about jobs in construction and residual jobs.

Experience Works: John Stevens was not present for this report.

Neighborhood Council Coordinator Report
Patty talked about Good Neighbor Day and that Senator Baucus is trying to get it proclaimed. She is trying to get things arranged with the Governor as well.

Council 2: Bloomingdale Park selling hotdogs.

George and Woodie will talk to Heren Park Committee to see what they would like to do.

Chairman Stubbs will contact Jason Carnahan to see what his status is as he has not been to a meeting in 4 months.

Next meeting July 27, 2006 at Highwood Trailer Park Clubhouse. Everyone was encouraged to bring a friend or neighbor.

DISTRICT 4
Thursday, January 20, 2004
East Middle School cafeteria
6:30 p.m.

CALL TO ORDER Meeting was called to order at 635pm by Chairman Bob Stubbs. Pledge of Allegiance was by Cecil Warren.

Introductions of the Council were made

Minutes were read and approved as read.

Vacancy on Council- Chairman Stubbs asked if anyone was interested in Council vacancy. There was no one present that was eligible or interested so this was tabled until the next meeting.

COMMITTEE REPORTS

HEREN PARK $450 in donations. 1 new commerrative tree $3250 in the tree fund. $7200 for the play structure and $1375 in misc for things like seeding. It will cost about $8 a tree to have trees moved from Dr. Neil's home to Heron Park. The park will receive about 20 trees which are Scotch pine.

George said that he is working with the Enterprise Foundation and the foundation will meet on January 26th and they will let him know about 3 weeks after the meeting what their decision is on giving to Heron Park. Woodie gave a brief description of the Heron Park.

Audrey asked about the Dealerships. George said that he would follow up with Kari Yturri from Bennett Motors.

Chairman Stubbs introduced Patty Cadwell the New Neighborhood Council Coordinator.

PRESENTATION: VOICES OF HOPE
Stephanie Langston is a VISTA (Volunteers in Service to America) with the Voices of Hope. She provided the audience with handouts. She provided information on:

24 hour Crisis Line
1800 suicide
Community Outreach

They are recruiting volunteers age 18 and older. For more information people can call 771-8648 ext 3336.

Chairman Stubbs said that we were going a little out of order with the agenda.

COMMITTEE REPORTS:

S.A.F.E team Report – Jan Cahill reported that on Sunday January 9th there was a town meeting at the MSDB Gym. This day was very cold and they also were having the meeting at the same time as the Packer vs. Viking Football game. They had over 100 people sign 2 petitions. One petition was to request that the school board not move things from EMS and the other was to rescind their decision to close EMS. Larry Vaccaro was the moderator. There was one board member present (Janikula). State Senator Joe Tropilla from the Riverview area was also present. They have talked to 4 attorneys but a decision has not been made yet. The attorney would be hired to 1. place an injunction to stop movement of materials. 2.1 or more students would be harmed if they were forced to go to a school that is not completely handicap accessible. Travis Cobula (Tanzania) was attending the meeting and is looking at ways to get the school board elections to be in districts similar to Neighborhood Councils. Discussion occurred in regards to air quality testing. SAFE Team meets each Tuesday and Thursday.

COMMUNITY POLICING VISIT: Officer Glen Stinar gave a brief overview of what they do.

SCHOOL ZONE SAFETY REPORT: George reported that Senate Bill 38 is in the transportation committee. Letter dated Dec 20th entered into record as well as a letter from Dr. Bryan Dunn dated January 11th. George explained that the bill would go to pay things like Driver's Education classes. The GFPD is undermanned and needs money. There were 35,000 calls for service last year. The committee will discuss one more time and then it will go to the full Senate.

PRESENTATION: CASI"NO"-Ben Forsyth explained the problems of gambling including suicide and bankruptcy. State doesn't pay for treatment. Tim Spencer (Brighten up shop) gave his feelings on this problem. Ben showed a map of where they want to move all new casinos. (Which would be in and/near North Park). Kendra Owen spoke about Fox Farm Casinos. Two handouts were distributed. 1. Just one more Casino January 2006 2.No Casino August 2004 someone reported that it was difficult to hire Dr's because of image. Kendra gave several examples of families in need and has problems because of gaming. Gary Ehnes HiHo Tavern said that there are too many licenses and signs need to be reduced. Someone stated that Joe Tropilla is trying to deal with the license issue in the legislature. Gary from Good Time Charlie's-felt that there was a zoning problem.

The Council was asked to recommend to the City Commission that we support this group's proposal. The council briefly discussed it and chose to table this until we can meet again to discuss it.
