COMMITTEE REPORTS

City Commission meetings: December 18th Sandra said that they drew Steve Carpenters name for Council 4. City agreed to give McLaughlin Center $84,000. Cheryl Patton said that they had enough money. John Lawton said he wasn’t sure where the money would come from. Mary Jolley said the total is over $200,000. Item 19 on the agenda was questioned. This item is software for golfing. Rick said that they had a going away party for the outgoing commissioners. Sandra said that the CAFR is available online.

County Commission meetings: no report

ACTION Team: They meet every other month on the 2nd Monday. Rick will attend.

Police Advisory Meeting: 3rd Thursday 7pm January 17th Sandra will attend

OLD BUSINESS

Approve Minutes of last meeting as read. Sandra made motion to accept as read Rick 2nd Motion Passed 5-0.

George has not heard from Dick Swingley in regards to the Meade Property. George would really like the new council to stay on top of this problem. Spensor Woight is the developer for discovery meadows.

Sandra said that in regards to the money from the MT Board of Investments John Lawton said that they had to go the outside the expertise of city engineer so the money was not paying his salary it was to contract with another engineer.

Audrey wrote the letter to Mr. Dart about the change in the meeting location and thanking him for his support.

NEW BUSINESS

Neighborhood Concerns:

George wrote a letter and then hand delivered it to Morningside School. They would like to purchase one cross walk sign to put in the middle of the street in front of Morningside School. The Morningside PTA meets January 29th 7pm and George will be in attendance at that meeting.

Home Place: Sandra Finch asked Andrew Finch about the status. Brenda Martino (incoming council 4 member) spoke with someone and it did not sound like the city is going to act on this. Sandra requested that Patty have someone from the Planning Department come to the January meeting.

OTHER BUSINESS

Council Vacancy: It was suggested that Patty Cadwell contact Steve Carpenter at Bennett Motors.

Neighborhood Watch Meeting on January 10th was discussed and Council members will try to attend if possible. For more information about the council meeting the contact is Don McGiboney 454-6987 or email rsvphdvc@yahoo.com.

Items that will need action with incoming council: Change Bylaws (which includes possible change of meeting night and the meeting location), Election of officers (which may not be by secret ballot), meeting night, and discussion as to who will attend which meetings. These meetings include: ACTION Meeting, City Commission, County Commission, Council of Councils, and Police Advisory Meeting

Rick thanked Bob, George and Audrey for their service. Sandra explained how she became involved and is looking forward to another year as well as thanking outgoing members.

Bob asked for the new council to continue the Good Neighbor Award.

Patty says yes there will be a banner.

Neighborhood Council 4 Meeting

November 29, 2007
Call to order 632pm

All members present and as well as Bob Church and Brenda Martino (new Council members) and students from Great Falls High. The two new council members were introduced.

Committee Reports

City Commission: Rick Kavulla went to the November 6th meeting. This meeting was about annexation of several areas. Rick Ben Rangel explained a problem with annexation of the Home Place. November 20th City Commission meeting Sandra attended. City went to MT Board of Investments for $46,000 loan. Part of the $3,000 loan was to pay for an engineer and the question was why if the city is already paying this person why are they taking a loan out.

January will be 2nd and 4th Tuesdays

County Commission: no report

Council of Councils: Bob Stubbs reported that there were 5 councils present. They spoke about the election, the assistant fire chief spoke, talked about changing the one-ways, City Disaster person was introduced. The change of the streets will cost at least $500,000.Another issue is the ramp off the sears building. City person only

ACTION team: what it is a group that developed a packet and that packet was explained. Similar to the concept of a welcoming committee.

OLD BUSINESS: Approval of minutes as read by Rick 2nd by George

Sandra said that the Sherriff is only getting $3 million dollars of a $57 million budget.

Discussion occurred about River fest. There was no sign no nothing for awareness for Neighborhood Council. What is the status of the banner?

George submitted a letter addressed to Dick Swingley. George said that Aging Services is to be cleaning up the property but so far nothing has occurred.

NEIGHBORHOOD CONCERNS:

Meeting Location will be the Heritage Baptist Church in January. It is across from the soccer field. The parking lot will be paved soon. Sandra met with Pastor and he gave her a tour. The meeting room is on the first floor and chairs are padded. He is willing to give a key to the Council.

Rick explained that MSDB is willing to let us the council meet there. Some of the problems with that location were discussed. Rick moved that the new meeting be at Heritage Baptist Church which is located at 900 North 52nd Street starting on January. Sandra 2nd. 5-0 Rick asked the students to let Mr. Dart know about the change of location. Sandra suggested that he be sent a letter. Audrey will write the letter and thank him for sending students. Sandra will contact Pastor Sheerer.

Dianna Meyers: Neighborhood Watch meeting at the on January 10th. 630pm

George: Said that he has handouts. One voice makes a big difference. 7th Ave North concerns. George made motion to write a letter to Bill Salonen and PTA about the crossing signs. Motion passed 5-0

Brian Hoven is running for HD 24. He came to the meeting to hear concerns of the Neighborhood. George said that would you believe that there is no definition of what a school zone is?

OTHER BUSINESS

Election Results: Brenda write in and accepted.

Swearing In: Jan 8th at noon at the Gibson Room

Orientation: Dec 18-19th Last one was very educational. It was a two day trip to see all city locations

Things that need to be done when the next council Election of officers, Vote on bylaws, who will be on the Police Advisory meeting, City and County Meetings, Council of councils, and ACTION.

George asked the students if they had any concerns, suggestions, or ideas.

Sandra wanted to say that Neighborhood Councils do matter. If you have issues come to the councils and get input. Encourage their parents to come to meeting.

Rick said that the councils are 2nd on the City Commission agenda.

Thursday October 25, 2007
Highwood Trailer Park

All members present. Also present were Gary Guynn, Mac McGiboney, Sherriff David Castle, Patti Cadwell, Diana Meyers and a student.

Call to Order Meeting was called at 630pm.

City Commission Bob advised them to annex the Home Place into the City. Next meeting is November 6th. Bob asked if Sandra or Rick would go to the meeting and see what progress has been made on this.

County Commission: George submitted a packet that included a letter from the County Commission, extraction from the uniform traffic code, information about the speed study from Mark Peterson Cascade County Bridge Foreman, and the MCA 7-2-4211. George read the letter from the County Commission.

Sherriff Castle said that the State Highway Patrol is there to assist with traffic control for the counties. Manpower is a huge problem with the Sherriff's office. 31 deputies and now handling 51,000 complaints in the 80's they had 41 deputies and only 4,000 complaints. Cascade County is the number one in crime. Cascade County is now is number four in size. There were 5 METH lab busts in Montana last year and they were in Cascade County.

Jerry McKinley would be the person to talk to at the city about the fact that this street may actually have been annexed into the City. Audrey offered to go with George to speak to him.

Bob thanked Sheriff Castle for his help with the Home Place.

The sheriff spoke about the combined communication systems and so far they have solved 4 burglaries because of combined communication systems.

Old Business: Minutes Rick moved to accept the minutes as presented with clarification about the television and PowerPoint at commission meeting. George 2 nd. Motion passes 5-0.

Rick Kavalla reported about new meeting space: VFW: would be available but the smoke is a concern. MSDB was contacted and they would willing to permit the use of the building at the library. Heritage Baptist is willing to allow use of the facility as well. Bob Stubbs gave Sandra the church's contact information.

New Business:

Neighborhood Watch: Mac McGiboney is the Citizen Corps Volunteer Coordinator. Citizen Corps was created after 9/11. He spoke about Neighborhood Watch, Volunteers in Police Service, Community Emergency Response Team, Medical Reserve Corps, and Fire Corps.

City Neighborhood Watches met last week and there was a drug briefing. The next city watch meeting will be in January. East end of town has few neighborhood watches.

George asked about the fire on the prospector and what is the plan if there is a disaster? Mac's response: Cascade County has a disaster plan. This will be brought up at Council of Councils on October 30 th. Sherriff says that each circumstance has to way on its own.

South Arterial: Rick Kavalla and Sandra Guynn attended. Rick explained the difference between a bypass and arterial. People who attend meetings forget how to listen and think about what they area going to say and then they say the exact same thing as the person in front of them. There are 5 potential routes. Largest concerns are those that impact people's homes. Basically 13-21 homes could be affected depending leave 57th behind KOA connect to Gibson Flats near the diary somewhere around fox farm road and then over flood road. The environmental study is a 3-5 year process. The cost of this will be over $100 million. Sandra said that it is beyond is it going to happen it is a matter of when it is going to happen. The speed limit could be 40-55 mph. The primary purpose is to alleviate stress on 10 th. It is unclear how this will be funded but Federal, State, Local, and donations. They thought that there would be about 8,000 vehicles a day on the new arterial. Sandra felt this was very well presented. Rick said that safety was brought up and having an ease to get to the hospital would be good. Next meeting is in February.

Commissioner Briggs said that the County has someone working on Meade Property and volunteers are supposed to be cleaning it up. Council members will continue to work on this as it does not appear that progress is occuring.

Other Business: Rick moved that the council not meet on thanksgiving 2nd Sandra will meet on the 29th instead.

Banner for Neighborhood Councils. Patti said that the cost given to her by the City Manager's office was $400. She is going to look into other options.

No other candidates have come forward. So there will still be two vacancies that need to be filled.

Meade Property: There was discussion about the status of the Meade property and that nothing seems to be happening. Sherriff Castle said that his work crew can not assist unless the County condemns the property. George said that he had spoken with Commissioner Briggs and supposedly they have someone that is getting volunteers to clean up the property. The council will continue to work on this and find out if anything is getting done.

George made the motion to adjourn 2nd Sandra. The meeting was adjourned at 748pm.

Neighborhood Council #4 Minutes
Sept 27, 2007

All Council members present.

630pm pledge was recited and council was introduced.

New council will be looking for 2 additional members. Contact Patty Cadwell about becoming a write in candidate.

Police Advisory Report by Audrey Finlayson

County Commission: no report

City Commission: Rick reported that most of the meeting had to deal with the proposed highwood generation station. The city manager was not present at the meeting. Another thing the city had done was that it is no longer on tv using power points to project agenda on wall.

Sandra was concerned about the fact that the commission said that they encourage the public to comment and no one responded back to this person who have. Normal zoning issues

Rick said that he thought it was great that there was so many people at the meeting.

Officer Noah Scott: 82 in department 5 men down. 13 have made it through physical testing. School is back in session and complaints about school bus zones. Numerous problems at Sunnyside and Sacajawea. People driving around buses with flashing lights 51 complaints 31 citations. Neighborhood watch 103 only 6 in council 4. If you don't have one start one.

Citizens Academy 9 week civilian academy one seat per neighborhood council will be saved.

Volunteers in Police Service: Departments in Records and Evidence working with bill klundt. Future working for false alarms.

Great Falls Police Community Foundation: nonprofit association

Watch for vehicles getting broken into. Call if you think it is suspicious.

Speeding on 7th Ave North. By Morningside school is a neighborhood concerns.

George talked about speeding problem on 10th Ave North.

Audrey talked about www.myhometownhelper.com and asked if people would please go and make comments.

Bob Stubbs kids riding bikes on 16th street didn't stop and almost got hit. Bob mentioned that he almost hit a kid on a bicycle on the 42nd to 57th on 7th Ave South in the morning people are speeding.

George talked about the turning point for the skate park. One student said that fence won't work. Ed McKnight said there are people willing to volunteer. Another student said he thinks it will become a game to see if they could avoid getting caught. Suggestion was to have lights on at night even if it was two to see as people are driving by.

Minutes accepted as read George made the motion. Sandra 2nd Motion passed 5-0.

10th Ave North Please let George know if you see the survey being taken. Please tell all your friends to drive 20 mph over the street thing.

Any Good Neighbors? Chairman Stubbs asked Patty to put it in the paper.

Meade Property update: Joe Briggs said that they are supposed to be working on it and George will be going back to see what is being done. Nothing has happened. George hasn't heard back from fire marshal.

Next City Commission Meeting: Rick will go to next city commission meeting to annex in regards to home place.

Neighborhood Concerns:

New council will have to think about new meeting place. Possibly VFW?

Council Disaster Plan? Rick thinks to talk about it at council of councils.

October 30th 7pm is Council of Councils meeting. Rick made the motion to have person with plan at meeting.  Audrey 2nd

We would like to know about alternate routes when there is a disaster.

Rick said that he would like to see it on the Council of Councils agenda. Suggestions are having some general knowledge. Potential hazards. MAFB, Pasta Montana, Grain carts. Which radio stations carry it?

5-0 motion passed. Audrey will email and reply to all that we voted it at our council 4 meeting.

One way meetings also at council of councils Audrey made the motion 2nd by Sandra motion passed 4-1 with chairman Stubbs voting against.

May 24, 2007 Minutes

CALL TO ORDER:

The meeting was called to order at 6:33pm. All members present.

COMMITTEE REPORTS:

Police Advisory Board: Audrey gave a report about the meeting that was held on May 17, 2007. The Chief briefed on the need for additional officers. Capt Shanks gave the briefing on the support services bureau.
Council of Councils: nothing to report
City Commission: Audrey attended one and Rick attended one.
County Commission: Bob is working on the Home Place. A letter from Cascade County has been sent about the Home Place. Next Commission meeting is this Tuesday May 29th at 930am at the Courthouse Annex. Bob asked if someone could attend as he will be out of town.

OLD BUSINESS:

Approval of Minutes: Minutes were approved as read

COMMUNITY POLICING OFFICER: Officer Noah Scott presented the stats for 2007 for the area.

Questions and comments for Officer Scott were as follows:

Park Vandelism: Woodie Gay reported that someone has been vandalizing the park doing wheelies and damaged a tree. What could be done about this problem? Officer Scott: Suggestion was to get neighbors watching and to let the officers that live in that area know about the problem.

Cross Walks: Woodie Gay asked about school cross walks and explained about a child on their way to morningside that was trying to cross the street but cars were not stopping. This school does not have one of the signs in the street for the crosswalks. Officer Scott: In the next column in the tribune he will be talking about this issue. He suggested writing a letter to safe kids program as they give money to schools for the crosswalk markers.

Abandoned Vehicles: Audrey thanked officer Scott for taking care of vehicles that were discussed at a previous meeting.

Smoking: Audrey asked about smoking within 20 feet of public buildings and who was responsible for enforcement. Officer Scott said that he would look into the matter and get back to Audrey.

GUARDIAN and GATEKEEPER PROGRAM: Jason Kindsvatter gave a presentation: Lifecycles is a 501c3 program. He talked about Guardianship program, Carrier alert, and Gate keeper program. Adult Protective Services received over 1200 complaints last year. They only have three people to work those cases. Claire Del Guerra stated that people should call 231-5014 if anyone wants to report abuse of an elderly citizen.

NEW BUSINESS::

COMMUNITY DECAY: George Littlefield discussed problems at 4600 10th Ave North and 4900 10th Ave North. George did not trespass but he took pictures with telephoto lens. Pictures of the decaying property were displayed for everyone at the meeting as well as submitted as part of letters written by George dated May 20th and May 21st  that were entered into the record.

POLLING PLACES: Audrey asked about comments on this from the council and the public. Chairman Stubbs provided everyone the opportunity that wanted to give there opinion to do so.

River Fest: July 14th Neighborhood Councils have a booth with information any one who can is encouraged to help. Rick Kavulla, Sandra Guynn, and George Littlefield said that they would help. Audrey and Bob stated that they would be out of the state.

Volunteer Opportunities: Rick Kavulla talked about volunteer opportunities and Get Fit Great Falls National Trails Day events.

ACTION COMMITTEE: New Neighbor Packets. Rick read letter that will be from Council 4.

AMERICORPS VISTA: Gary Nowell AmeriCorps VISTA at RSVP talked about his program and the importance of being a mentor. CASA is having a training on June 7th. Gary also just recently moved into Council 4 District.

STATE LEGISLATURE: Mitch Tropilla thanked us and said to make sure that we stay in touch and that neighborhood council was doing a good job. George asked a couple of questions about changing drivers manuals and Mitch said he would work with him.

Council of Councils Meeting at Gibson Room on May 29th at 7pm Gibson Room. Chairman Stubbs is unable to attend Council of Councils and Rick Kavulla will attend in his place.

Chairman Stubbs will be absent for the July meeting.

Lend a Hand Project: Patti Cadwell talked about the project that involves helping elderly neighbors and is a partnership of NeighborWorks Great Falls, United Way, and the Retired Senior Volunteer Program.

CALL TO ORDER:

The meeting was called to order at 630pm. All members present.

COMMITTEE REPORTS:

Police Advisory Board: nothing to report

Council of Councils: nothing to report

City Commission: Sandra reported the City $103,000 to RW Beck for Marketing

County Commission: no report. Bob said that he will get a hold of County attorney about the Home Place weed problem.

OLD BUSINESS:

Approval of Minutes: George read the minutes. Minutes were approved as read.

NEW BUSINESS:

Council Boundaries: There are two options. Council of Council Meeting will be held in May. Council vetoed two options 5-0. Motion made to report to Council on Councils that we would like to have things remain as currently are. Motion passed 5-0.

Chairman Stubbs encouraged students to please come to future meetings.

NEIGHBORHOOD CONCERNS:

ACTION Committee: Purpose is to promote citizen involvement in their neighborhoods. Tim Austin made cards that will be given to new neighbors. Patti will get the cards and then notify the respective Neighborhood council person. The meeting is the 2nd Monday of the month and meets at 530pm Civic Center Gibson Room.

MEMO FROM BEN RANGEL: Rick Kavulla briefed on this item.

10th Ave North George spoke to Ben Rangel about the pallets next to Bundi Gardens and another property that is in not good condition. George would like to see the speed limit reduced back to 35 MPH.

Betty Stimac asked about weeds in their other peoples yard and in our city parks.

NEIGHBORHOOD CONCERN: About the intersection of 38th Street and Central Ave. Patti said that she would talk about it with Jerry McKinley.

OTHER BUSINESS:

MApril Clean-up this weekend and next weekend.

Safe Routes to Schools: State receives over $1 for the program. George wants to know where the money goes.

Keep Kids Alive Drive 25: George is still working on this program.

Chairman Stubbs will be absent for the July meeting.

Meeting Minutes
March 22, 2007

CALL TO ORDER: The meeting was called to order by Chairman Bob Stubbs at 6:30 p.m. The pledge of allegiance was lead by Bob Stubbs.

COMMITTEE REPORTS: Audrey Finlayson-Recorder was absent from this meeting and member George Littlefield was designated the recorder.

Chairman Bob Stubbs briefed on the last Police Advisory Board meeting.

Council of Councils: Meeting minutes were briefed by Chairman Bob Stubbs. The main topic for that meeting was to brief all council members present on options that could be used for realignment of the nine neighborhood councils in order that the council boundaries might coincide with the city general elections boundaries. These drafts will be presented to the neighborhood councils for their review and comments at their next meetings. In addition, Bob reviewed the proposed new procedures for a Neighborhood Council member will be required to be a registered voter in order to run for the neighborhood council positions.

City Commission Meeting: Bob Stubbs reviewed comments presented to the last commission meeting. The item covered was clean up accomplishments performed at the Home Place location at 4300 2nd Ave. North by county personnel. Bob Stubbs commented that a program will follow to aid in controlling weed control. Assistant City Attorney Kory Larsen briefed on updates on the Home Place located on 2nd Ave. North.

OLD BUSINESS: Minutes of our last meeting were read by George Littlefield. Minutes were approved as read.

NEW BUSINESS: Great Falls Police Officer Sgt. Stiner, a community policing officer, reviewed the past complaints concerning Pets Auto Sales Super Store, located on 10th Ave. South. It is assumed at this time that the problem may have been resolved.

Member Sandra Guynn was officially welcomed to our council and went on the record with a suggestion of establishing education briefings on the procedure for handling concerns such as Pete’s Auto Sales. It was agreed by all present that PSAs would aid all council members on this type of concern. Sgt. Stiner agreed that PSAs might help. He will look into it.

Kory Larsen, Asst. City Attorney, briefed on the new animal ordinance in detail, answering all concerns of the council and from the general audience. He indicated that the fees were still being debated by the city staff.

OTHER NEIGHBORHOOD CONCERNS: Mr. Carl Adams, resident, asked several questions to Kory Larsen concerning the new fireworks ordinance. Kory Larsen was able to answer Mr. Adams concerns. Mr. Adams in addition brought up about folks parking their POVs in the parking area of the new soccer park of 10th Avenue North. It appears that some of these folks are driving over the grass mediums between the parking area and 10th Ave. North. The soccer administration folks need to be contacted and briefed on this situation before much damage is done to the parking areas. Mr. Adams also had some concerns over the parking of buses with their doors left open at the small church located off of 10th Ave. North. He indicated that he would stop by and brief the Pastor of the church on the problem. In addition, parking of vehicles on 38th Street North near 6th & 7th Ave. North can be risky on days that the church has services. Bob Stubbs indicated that he would get with the Pastor and see if anything can be done to improve this situation. Lastly, Bob Stubbs indicated that he needs to get with the soccer association folks about policing up the fence around the new soccer park located off of 10th Ave. North.

The motion was made to adjourn at 8:10 p.m. and that our next meeting would be held at 6:390 PM on April 26, 2007. Motion passed.

February 22, 2007

CALL TO ORDER: The meeting was called to order by Chairman Bob Stubbs at 6:30 PM. The pledge of allegiance was lead by Bob Stubbs.

COMMITTEE REPORTS: Audrey Finlayson-Recorder was absent from this meeting and member George Littlefield was designated the recorder.

Council of Councils: Meeting minutes were briefed by Chairman Bob Stubbs. The main topic for that meeting was to brief all council members present on how funding for city parks are handled. Capital improvements and grant money request and usage were explained by city staff. In addition, a procedure for Trust Funding usage was reviewed. Council members present asked many questions from staff.

The city staff will prepare three options that could be used for realignment of the nine neighborhood councils in order that the council boundaries might coincide with the city general elections boundaries. These drafts will be presented to the neighborhood councils for their review and comments at their next meetings.

City Commission Meeting: Bob Stubbs reviewed comments presented to the last commission meeting. The item covered was clean up accomplishments performed at the Home Place location at 4300 2nd Ave. North by county personnel. Bob Stubbs briefed that he has also attended the Cascade County Commissioners meeting to express a sincere “thank you” to county workers who aided in the clean up action. Bob commented that a program will follow to aid in controlling weed control.

OLD BUSINESS: Minutes of the last council meeting were read by George. Minutes were approved as read and seconded. Rick Kavulla, Vice Chairman, explained the concerns of a meeting held by city and state representatives concerning the widening of 10th Avenue South from 20th to 26th Streets project. Problems were voiced concerning trees planted along 10th Ave. South, also expressed was traffic lights at 32nd and 38th streets was of concern. Public opinions were requested from residents present. Rick briefed on the South Arterial Project, as briefed by MT DOT personnel. Request public input on this project. Several more public meetings will be held on different routes as public input is received. Rick stated that DOT personnel indicated that the very earliest we could expect to see any ground breaking would be it the year 2011, but more likely later than that. This route will have limited access. Examples given would be like access to hospitals, MAFB, and possible other access routes into connecting streets off 10th Ave. South.

Patty Cadwell, Council coordinator, briefed on the ACTION TEAM project. This project is a program to welcome new arrivals to Great Falls and would be greeted by neighborhood council representatives as a welcome committee. Details are still up for review and comments. Request any and all comments for this project

COUNCIL MEMBER POSITION OPEN: Bob Stubbs requested anyone interested in filling the open position on the council to voice a concern or nomination. Rick Kavulla nominated Mrs. Sandra Guynn for the position. George Littlefield seconded the nomination. The council members present voted the approval for Mrs. Guynn. Patty Cadwell outlined the swearing in at the next City commission meeting.

LETTER OF CONCERN: Bob Stubbs read a letter of concern from Mr. & Mrs. Guynn on the complaint of excessive noise coming from Pete’s Superstore Auto Sales on 10th Avenue South. The letter is entered into the council’s records for action.

CONCERNS ON THE REOPENING OF PARIS GIBSON HIGH SCHOOL BUILDING: George Littlefield reminded council #4 members that on past occasions, council #4 went on the record opposing the closing of East Middle School vs. Paris Gibson School. George wanted to know what has occurred at the Paris Gibson School for safety improvements that would allow the reopening of this school. No ite006Ds have appeared in the newspapers showing corrective action on the past safety violations at Paris Gibson. We feel that Mr. Jan Cahill and Mrs. Ann Landers who were strong supporters on the closure of Paris Gibson for the past hazards that existed at the schools, should explain to the general public as to what has been upgraded or improved at the school that would have them change their minds on opening this school once again. Their comments should be made open to the general public via the newspaper.

A motion was made to adjourn at 8:15 PM. Motion 2nd and all members approved after no other comments were received from the general public present.

The next meeting will be held at 6:30 PM, 22 March 2007, at the Highwoods Mobile Home Club House.

Neighborhood Council 4 Meeting
January 25, 2007

CALL TO ORDER:

 The meeting was called to order at 630pm.

COMMITTEE REPORTS

Police Advisory Meeting: Audrey reported that the meeting was held on January 18th. Discussed was the Detectives Division. Audrey said that she may need someone else from Council 4 to attend due to the fact that she will be in New Orleans. She will keep the Council advised if she is going to be missing the meeting for sure.

Council of Councils: Bob Stubbs reported that the meeting was led by Matt Ott from Council 6. The New Neighbor Welcome packet was discussed. There is a meeting about the packets on February 15th as well as the finance department and the park and recreation department regarding the funds for development of parks. George gave a presentation about keepkidsalivedrive25. All the councils gave a report.

City Commission Meetings Rick Kavulla reported that he went to the prior one and talked about the student’s idea regarding reduction of graffiti at the skate park. He also mentioned the problem at Pete’s Auto. The animal ordinance was passed at the next Commission meeting.

County Commission Meetings Bob attended the meeting and spoke to them again about the Home Place. Some of the trailers have been moved. Theresa had sent a letter and he had three days left on his letter and they were working on it. We will continue to work on it. It is on the top of the list to get annexed into the city.

OLD BUSINESS

Approve Minutes as presented Motion was made by Rick and George 2nd Motion passed 4-0.

NEW BUSINESS

Resignation of Jason Carnahan sent to Patty Cadwell was read.

Community Policing Visit by Noah Scott- Neighborhood Watch: Four Neighborhood Watches are in Neighborhood Watch. More are needed in this council area. Stats were presented. Single can of beer ordinance was discussed. Noah also briefed on the Downtown office. Slaughter going back to patrol in June. Noah encouraged people to go to Crimeweb.net

Audrey said that Neighborhood Watch was selected by Ad Club for their program of the year. Rick suggested going to PTA meetings for Neighborhood Watch.

George stated: Tommy Morgan was concerned about the tier 3 sex offender that moved into 4200 3rd Ave South. This individual is in youth transition center across from Howard’s Pizza Wine Mill. He just got out of Pine Hills. There seems to be neighborhood concern about him living so close to the schools.

The property at 3526 Central Ave was discussed.

Abandoned vehicles at 3rd Ave South and 38th and 9th Ave South and 38th Street were discussed.

Bob Stubbs reported 7th Ave South and 52nd speeding trucks.

Natural Area Management Program presented by Jon Thompson and Sarah McCafferty Rick feels that this program is important. Sandra Guynn asked about Noxious Weeds. Neighborhood Council 4 will send a letter to Park and Rec to Jon Thompson that we are in favor of the development of the master plan for the natural areas program. Audrey will write the letter that we support the development of the master plan for the natural areas program.

Council Vacancy: anyone that would like to get on the council is welcome to send us a letter.

Bylaw change: Bob requested that the by-laws be changed to say that resignations to Council 4 need to be sent to Council 4.

NEIGHBORHOOD CONCERNS:


Soccer Park: Woodie Gay stated that three years ago the soccer foundation fence full of trash along 52nd Street. It is a bad eyesore. Audrey said that she will contact Kreg Jones at DA Davidson about this issue.

Calendar: City will not be printing calendars they stated that the information is available on the website. Bob reported that he was not happy about this and that we were informed that the council can look up the information on the City website.

OTHER BUSINESS:

Audrey will not be present at the next meeting as she will be working in Washington DC.

Council 5 Meeting Bob Stubbs, Audrey Finlayson, Sandra and Gary Guynn attended meeting. There were several people in the attendance that had the same complaint. Sandra has been in contact with Sgt Stinar regarding the program. There was a John Stone said that he could hear it on 19th Ave South. Secretary of the Council asked more questions about the problem. Tawney Newth asked what we wanted from Council 5. The Guynn’s were asked to write a letter to Council 5 about the problem. Audrey will draft a
Letter to Council 5 with Cc: Patty Cadwell requesting that the council contact the business about the concern as well as brief the City Commission so that both councils are on record about this problem.

Audrey reported that there will be a Bone Marrow Donor Registry at the Great Falls Clinic Specialty Building on February 14th. Please distribute posters if you can.

Rick read and email from Patty Cadwell holding a meeting on January 30th at the south campus of Great Falls High 530-730pm in room 105-106 regarding the widening of 10th Ave South. Bob, Rick, and George will be attending.

George received a letter from the Office of Public Instruction about a new manual for slow learners.
