There was a quorum present.  The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance.

Tawny Newth introduced our quests, Jim Whitaker and Mary Jolley.

OLD BUSINESS:

  1. May 27,2008 meeting minutes were read and accepted
  2. Committee Reports
    1. City Commission Meetings Report: No Report
    2. Police Advisory Board: Jake Karnop reported on the meeting held 19 July 2008. This board meets every other month at the Police Department. Some of the subjects discussed but not limited to the following were: The budget and the impact on the Department,, what programs stay in place and what programs will be eliminated, and the fact that the motorcycles program will not be put into place. The police, however, will continue to visit the schools, but not under the strict rules of the DARE program.
    3. Action Team: Tawny Newth reported this team met 11 August 2008. They reviewed the purpose of this team and are looking at focusing on community service and as a resource for the various groups. They meet at the Neighbor Works Learning Center, 509 1st Ave. So. They will meet again 13 October 2008 at 5:15 p.m.
  3. Additional Puppy Mitt Stand in Russell Park: The council had expressed an interest in adding a puppy mitt stand at the SE entrance to Russell Park, east side. Tawny Newth will follow up on this issue.
  4. Obstruction of the drivers’ view coming out Albertson’s 10th. Ave Parking Lot: In a previous meeting, there was stated a concern over the lack of view coming out of Albertson’s parking lot. The shrubs had matured and were blocking this view. Jerry McKinley pursued this issue for us and upon review, this problem has been resolved. The offending shrubs have been cut. Thank you Jerry McKinley for following up on this issue.

NEW BUSINESS:

  1. It was noted the city has extended the sidewalks along Mountain View School and constructed handicap ramps.
  2. Vendor parking along 33rd St at the Van’s IGA store: John Stone mentioned this issue. The council recognized this as a long time existing problem. John Stone was going to write a letter to the store manager; however, after reviewing the previous history, he realized everything that could be done to minimize this problem has been done. Therefore, he will not be drafting a letter.
  3. Council of Councils Meeting: Nancy Anderson will attend this meeting which is to be held 22 September 2008. The Fire Chief and the Police Chief will be discussing the budget cuts, etc.
  4. Disorderly Premises Ordinance: This item as been tabled for the time being.

.ISSUES OF NEIGHBORHOOD CONCERN:

Vandalism: There has been some vandalism such as a stolen bike, egging properties, etc. Stay alert. Report to the police any suspicious activity you may observe. Also, alert neighbors if you see impending concerns or dangers. Be a good neighbor.

Meeting Adjourned: There being no further topics for discussion, the meeting adjourned 8:15 p.m.  The next meeting will be held 15 September 2008, same location.

There was a quorum present. The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance.

The purpose of this meeting was to determine if regular monthly council meetings were to be held for the months of June and July 2008.

Jake Karnop made a motion not to conduct meetings June and July 2008, unless determined necessary by the Chair. Nancy Anderson 2nd the motion. After discussion Tawny Newth called for a vote. Three votes (Jake Karnop, Nancy Anderson and Jean Stone) were in support of not conducting meetings during the months of June and July 2008, unless determined necessary by the Chair. Two votes (Tawny Newth and John Stone) were against. Motion carried.

Note: Patty Cadwell was the only other person in attendance of this meeting.

The next Council Meeting is scheduled to be held August 18, 2008. The location will be the Great Falls Clinic Specialty Center at &:00 [sic.] p.m., unless notified otherwise.

There was a quorum present. The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance.

OLD BUSINESS:

  1. April 21, 2008 Meeting Minutes were read and accepted.
  2. Mapril Cleanup: Gloria Bedker gave a report on the Russell Park Clean. The rock was removed from the path leading to the gazebo and gravel put in. Millings will be added later. The doggy doo was cleaned up. The tennis court was cleaned, trees trimmed, gofer holes filled, etc. Following the cleanup, refreshments were served at the Bedker’s home.
  3. Southeast Great Falls Public Works Projects: The completed items listed on last month’s minutes were recapped Also reference City of Great Falls Public Works Department letter, dated April 23, 2008, Attached to the minutes. (Attachment not availalble online.)

COMMITTEE REPORTS:

  1. City Commission Meetings Report: No Report
  2. Police Advisory Board: Jake Karnop reported on this meeting. Some of the subjects discussed but not limited to the following were: Budget cycle – 5 year plan, need for additional funds via an increase in the Public Safety Mill Levy. In addition to patrol cars, the Great Falls Police will make use of motorcycles and bicycles, weather permitting. Also discussed was the need for communication radio system update and skate park problems with users not complying with city ordinances (i.e. not wearing required protective equipment). Violators will have to report to the Youth Court Judge. If you notice any gang related activities – report to the Great Falls City Police Department.

NEW BUSINESS:

  1. Community Policing by Sgt Schaffer: Sgt Schaffer stated Neighborhood Watch is critical this time of the year. The Police Department is actively recruiting new officers. Three new officers will be on duty the first of July. Others will be graduating in June and when ready will come on aboard.
  2. The first annual Citizen Academy was completed. This program gives a good look at law enforcement. The next academy starts January 2009 and concludes in April 2009.
  3. Sgt Schaffer stated the police department disagrees with the program to release 80% of the prisoners. The police would like them to stay locked up.
  4. Sgt Schaffer held a question and answer session
    1. One neighbor stated they had seen 2 juvenile girls riding a modified ATV up and down the street and on the school grounds is such a way as to present a potentially dangerous situation. They did not report the situation to the police. In the future, report situations such as this. Make sure you get a report number from the police department.
    2. Another neighbor who lives in the area of 2400 and 13th. Ave So. stated the police visit their troubled area at least once a day. Individuals are using the parking lot to spin wheelies. Also these individuals are blaring their music on their stereo-systems, and cussing. They are arrogant even to the point of being threatening. The question was: Can’t the Landlords do something about these individuals who live in that area? The police are working on this issue.. Since some of the problems are stemming from the Section 8 housing, Sgt Schaffer suggested giving Opportunities, Inc., a call concerning the tenants in Section 8 housing. The problem is increasing with summer approaching. Sgt Schaffer emphasized, “Call the police.”
    3. Also mentioned was the issue of dogs hindering the delivery of newspapers. A neighbor has had no success reporting these issues to the Humane Society. Sgt Schaffer stated Sgt Lockerby of the animal shelter is trying to increase the level of service.
    4. Is anything being done concerning recreation vehicles being parked out on the streets? The police and the city are working on this issue.

ISSUES OF NEIGHBORHOOD CONCERN:

  1. A neighbor expressed concern over pot holes in a street. The area was described as turning off 10th Ave So onto to 23rd Street. The neighbor has written to the city on this, but has had no action. This particular area is a state issue, not city. Also mentioned was 23rd and Albertsons property. The trees block the view. Albertson’s has to ensure there is a clear view. There are bushes behind Target and Albertsons that block views. Call Jerry McKinley for assistance.
  2. Is there a possibility of adding another puppy mitt stand on the east side of Russell Park? There are already two stations in the west portion of Russell Park., however, this may be a possibility. This would have to be pursued by the council with the Parks and Recreation.

ISSUES OF NEIGHBORHOOD CONCERN:

The council voted on whether or not to conduct meetings during the months on June and July. Jake Karnop made a motion to cancel June and July meetings, with the option to call a meeting if a there is something in particular that would arise requiring a special meeting to be held. Jean Stone seconded. The vote was tie (two votes to continue the summer schedule and two to cancel June and July meetings). Therefore a special meeting will be held when all council members are present to revote. Patty Cadwell will coordinate with the council to schedule this special meeting.

There was a quorum present. The meeting was called to order at 7:00 pm. Tawny Newth lead in the Pledge of Allegiance.

OLD BUSINESS:

  1. The minutes from the March 17, 2008 were read, a name change from Jim Reardon to Jerry McKinley as the contact on the Whispering Ridge Drive Intersection issue, and approved.

COMMITTEE REPORTS:

  1. City Commission Report: None
  2. Action Committee: The Action Committee completed the Welcome Post Card. Copies were handed out at the meeting to those interested. The next leadership conference will be held in October 2008. Eight representatives from Great Falls Area will be delegated to attend and will be coordinated thru NeighborWorks/Neighborhood Watch.
  3. Council of Councils: The Council discussed at length the proposal by the Montana Department of Corrections to assign sexual offender to the Great Falls Pre-Release Center. This item will be discussed further at future Council of Council meetings. The parking of recreation vehicles and utility trailer on avenues and streets in residential areas was discussed and referred to the Police Department and City Attorney for review of current city ordinances. Commissioner Jolly will be the city representative on the Council of Councils. No date set for the next meeting.
  4. Police Advisory Board: Most of the meeting was spent discussing the proposed assignment of sexual offenders at the Great Falls Pre-Release Center. Jerry Carpenter is the police department project officer. The new digital seamless communication system upgrade was presented which includes encrypted frequencies for tactical use. The current scanners will be useless with this system. The Police Chief also presented the radical profiling report findings. The report is available at the police station.

NEW BUSINESS

  1. Search and Rescue Mil Levy Proposal: Connie Walters discussed the history, purpose and needs of the Cascade County Search and Rescue Unit. The Unit has requested a 0.3 mil levy be placed on the June primary ballot. This mil levy would provide funds to replace aged equipment and better training for the 25 member volunteer unit. The Cascade County Sheriff Office managed the search and rescue operations.
  2. Southeast Great Falls Public Works Projects: Jim Reardon, Public Works Director, discussed the following projects affecting Neighborhood Council # 5 area:
    1. Sanitary sewer main lining of 11th Alley South between 24th and 25th Streets South. This effort is part of a larger city project.
    2. East Ridge Housing Area Phase. Complete the 47th Street South connection with 12th Avenue South. (East of Conlin’s Furniture Store)
    3. Montana Air Congestion Initiative (MACI) sidewalk installation on the South side of 15th Avenue South between 34th and 38 Street South. Project includes handicapped ramps on North sides of 34th and 35th Streets South. (Mountain View Elementary School)
    4. Fire line crossing on 26th Street South just south of Benefis Skywalk.
    5. Possible construction of Phase 2 Forest Glen South Development (middle section). This project will extend the avenue between 20th and 23rd Streets.
    6. Benefis East Campus construction activities.
    7. Study phase of proposed elevated water storage tank (Mount Olivet Cemetery area) and east booster pumping station.
    8. 57th Street South to 54th Acceleration Lane on West Bound Lane of 10th Avenue South. This project has been awarded to United Materials Inc.
    9. Future development of 14th Avenue South between 29th and 33rd Streets South is depended upon the land owners plans for improvements.
    10. Yield signs are proposed on 35th Street South Intersection with 15th Avenue South.
    11. Request for a Stop Sign at the intersection of 18th Avenue South and 29th Street South (Great Falls Clinic Specialty Center Area).
    12. Hydro-seeding of construction work areas associated with the 18th Avenue South water line (West of residences along 32nd Street South). It is felt the contractor need to do additional site restoration work to reduce the dust and weed problems being experienced by the adjacent neighbors.

Dewey Goering and Bill Salina are candidates for Cascade County Commissioners. They provided a brief introduction and the reasons for running in the commissioner race. Bill Salina also asked about the city/county property interface as related to weed control measures. The Zadick properties were presented by those in attendance as an example of the situation encounter by the different rules/ordinances.

The Russell Park Cleanup will be held on April 26, 2008. Jake Karnop will check with Jon Thompson on his recommendations on trimming the park trees.

The Louttit’s Property at 3300 10th Avenue South is advertised for lease options.

The decision on holding summer council meeting will be finalized at the May 19, 2008 meeting.

There was a quorum present. The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance.

OLD BUSINESS:

  1. February 25, 2008 meeting minutes were read and accepted.
  2. Hazardous situation at the “T” intersection at 17th Ave So. And Whispering Ridge: Jake Karnop passed on information from Jim Reardon. The city will look at this situation after they install a side walk in this area this summer.

COMMITTEE REPORTS:

  1. City Commission Meetings Report: No Report
  2. Action Team: No report. Meeting rescheduled for 14 April.
  3. Police Advisory Board: No report. The next meeting is scheduled for 20 March 2008.
  4. Council of Council Meeting: This meeting will be held in the Civic Center Gibson Room, Wednesday, 19 March. Parking of recreation vehicles on the streets for extended periods of time will be on agenda. Councils 2, 5, and 6 requested this problem be discussed. A representative from the Department of corrections will also be there to discuss the Prelease Center issues.

NEW BUSINESS:

  1. YES Committee: Steve Erwin, Great Falls Public School Board gave a presentation on the schools’ finances and the upcoming request to voters for a mil levy increase. Mr. Erwin discussed the many facets of the financial issues, expenditures and the various processes to formulate the budget.
  2. Mapril Cleanup: the clean-up party will meet at the Russell Park East side gazebo on April 26th at 10:00 a.m. Gloria Bedker will make signs and taped to the benches to advertise this event. One of the items to be accomplished is the removal of the rock path leading to the gazebo and replacing it with crushed rock/ gravel. Patty Cadwell will ask Parks and Recreation to provide appropriate materials. She will have them contact Jake Karnop. Gloria Bedker stated there is approximately $33.00 remaining funds for Russell park improvements. We all agreed to have Gloria use this balance to purchase wet wipes, coffee and donuts. If we have bad weather, the cleanup will be held on 3 May.
  3. There is a new city web site address – www.greatfallsmt.net
  4. Tawny Newth provided the council with a copy of her revised “Welcome to the Neighborhood” letter.
  5. Patty Cadwell’s new title is Community Capacity Development Coordinator.
  6. Issues of Neighborhood Concern
    1. Don Bedker asked if Channel 7, could be utilized to advertise our neighborhood Councils, Mapril Cleanup, etc. Yes, just send in the information you would like to have posted.
    2. Louttit’s Property 3300 10th. Ave So.: It appears this property is no longer being utilized for modular home sales. Gloria Bedker asked if anything is in the works for this property. Patty Cadwell will ask Community Development if there are any plans for this property.

Election of new officers:

Official Delegate: At the January 2008 meeting, Tawny Newth made a motion to nominate Nancy Anderson for this position. . Motion was seconded and carried. This evening Nancy Anderson confirmed her acceptance of this position.

OLD BUSINESS

January 28, 2008 meeting minutes were read and accepted.

  1. Clarifications of January 2008 Minutes: Under Other business, paragraph b. Installation of water Line: Patty Cadwell will contact Jim Reardon for his presentation at our March meeting. (Special note: Jim Reardon will be speaking at our April 2008 meeting) Medical Master Plan and Benefis Hospital’s intended usage of the approximately 40 acres north of the Catholic High School: This master plan is handled by several different entities. Mr. Reardon, alone, would not be able to address this issue.
  2. Plowed Roads verses Unplowed Roads: John Stone had contacted Jim Turnbow. Jim Turnbow explained roads designated as primary snow routes, etc. for snow plowing. The city is unable to plow all roads. Issued closed.

COMMITTEE REPORTS:

  1. City Commission Meetings Report: No Report None
  2. Action Team: No report. Next meeting is scheduled for March 10th.
  3. Police Advisory Board: No report. The next meeting is scheduled for 26 March 2008. Jake will attend this meeting.

NEW BUSINESS:

  1. Community Policing –Sgt Stinar: Sgt Stinar gave a presentation covering several topics.
    1. Sample of Calls by Council Areas: He gave us the various statistics on the many calls received within the police department covering abandoned vehicle, animal calls, vandalism complaints, etc.
    2. Overview of the City of Great Falls Police Department. He also informed us the downtown office is located in the Recreation Center.
    3. There is also a “Citizen Survey” in which we can participate.
    4. Sgt Stinar informed us of the Great Falls Police Department Citizen’s Academy. Information on this academy and other topics is available at www.ci.great-falls.mt.us/people_offices/police/
    5. Sgt Stinar said more “Volunteers in Policing” are needed to make the community safer. Volunteers assisting the Police Department frees up more officers to patrol. It enhances security for everyone.
    6. Sgt Stinar also touched on topics such as Police Department summer youth camp, neighborhood watch – neighbors helping neighbors and Department manning.
    7. Sgt Stinar opened the meeting to questions and answers. There was a question as to how long people can park trailers and other recreation vehicles on the streets. The state statute reads five days. Since extended parking on the streets is a concern throughout all the council areas, it was felt this would be a good topic to add to the next Council of Councils agenda. The next Council of Councils meeting is scheduled for 19 March at 7 p.m... Nancy Anderson will plan to be our representative at these meetings.
  2. Issues of Neighborhood Concern:
    1. Jake Karnop brought up a potentially hazardous situation at the “T” intersection at 17th. Ave. So. and Whispering Ridge Drive. There is no signage warning people of this “T” intersection. Jake Karnop will call Jerry McKinley; City Sign Supervisor to see what should be done...
  3. Jake Karnop mentioned a problem at the intersection of 15th.Ave. South and 38th Street South. There is a misplaced/damaged storm drainage inlet on the southwest corner. (Note: This has since been corrected)

 

Other Business:

Katie Kotynski presented a demonstration on the photo story and computer technology. She was on hand after the meeting to answer any questions.

There was a quorum present. The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance.

Election of new officers:

  1. Chairperson: Diane Gerlernter officiated opening the meeting making a motion to nominated Tawny Newth as Chairperson for 2008. Jake Karnop seconded the motion Motion carried. Tawny opened the meeting for nominations for the additional positions:
  2. Secretary: Jake Karnop made a motion to nominate Jean Stone, Tawny Newth seconded. Motion carried
  3. Official Delegate: Tawny Newth made a motion to nominate Nancy Anderson. Motion was seconded and carried.
  4. Police Advisory Board: John Stone nominated Jake Karnop, motion seconded by Jean Stone; motion carried.
  5. The position of Vice Chair was eliminated from the agenda.
  6. The position of Action Team is considered a committee rather than an officer’s position. Tawny Newth had been filling this duty in the past and stated she would continue to do so.

OLD BUSINESS

The minutes of the November 19, 2007 meeting were read and accepted.

COMMITTEE REPORTS:

  1. City Commission Meetings Report: None
  2. Action Team (Advocates coming together to improve our neighborhoods): Tawny described how the team got started and its purpose. She explained the Neighborhood Packets which are made up for new residents moving into our areas. Tawny graciously agreed to stay active as a member representing neighborhood council #5 on this team. Tawny will be revising the letter within the package. The team is still looking for ways to better disseminate the packets. Anyone interested in attending the Action Team meetings and providing their input is encouraged to do so. The next meeting is scheduled to be held 10 March at 5:15 p.m. at the Civic Center.

Police Advisory Board: Diane Gelernter had no meetings to report.

NEW BUSINESS:

Review of Neighborhood Council 5 Bylaws: The Bylaws were review and the following changes were voted upon and changed:

  1. Section 5 A – Add to the List of officers “Police Advisory Board.
  2. Section 5B Add the following paragraph: “Delegate to the Police Advisory Board: The Delegate to the Police Advisory Board shall represent the Council at all meetings of the Police Advisory Board. The Delegate to the Police Advisory Board will carry the concerns of Council #5 residents to the Police Advisory Board and will report to the Council information received at Police Advisory Board meetings.”
  3. Section 6 B – Delete this paragraph: “Voting will be by secret ballot….” Designate remaining paragraphs as B and C.
  4. Section II A – Change paragraph to read: These bylaws of the Council shall become effective on January 28, 2008 and supersede all others.

Other Business:

Issues of Neighborhood Concern:

  1. Development of Sand Hills Park: Jake Karnop attended a meeting on the development of Sand Hills Park. The city (Housing Authority) purchased approximately a sixteen-acre portion of this park to build low income housing. There is concern that the monies received by the city went to the general park fund rather then stay within the council district. This action was already voted upon and passed by the City commission. Stay vigilant on any future transactions such as this so that we may represent our position.
  2. Installation of water line: Jake Karnop mentioned the new water line installed on the south end of the west side of Russell Park. Jake will talk to City Planning on this issue to determine if and where they may be thinking of extending or building an additional street. We also need to see if someone from our council district can sit in on the Medical Master Plan to determine Benefis Hospital’s intended usage of the approximately 40 acres north of the Catholic High School. Patty suggested we ask Jim Reardon if he would be available to speak to us on this topic at our March meeting.
  3. Russell Park Spring Clean-up: This is planned for the late part of April or the first part of May. This item will be placed on the March agenda. We will contact the City Parks Department for suggestions as to any specific tasks we can do. It was noted the Parks Department is willing to provide us the paint to repaint the gazebo.
  4. Plowed Roads verses Unplowed Roads: John Stone asked how the city determines which roads are to be snow plowed. John will talk with Jim Turnbull or Jim Reardon on this matter.
  5. Tawny introduced Katie Kotynski who has an idea on promoting neighborhood interest in attending our council meetings. Katie briefly explained she is willing to conduct a technical work shop on managing your photographs and picture files. She would like to present this idea via a demonstration of the software at our council meeting. Katie will prepare a flyer and send it to Patty Cadwell for her approval. Katie and Patty will do the “PR” work. We all agreed to include this item on our February agenda.

Next Neighborhood Council #5 Meeting is scheduled to be held February 25, 2008. at 7 p.m., same location.
