Nothing in regard to Verde Park from Marge.
Police advisory board will meet next month.
New Business:
Rebecca Richards (Park and Rec) encouraged people to fill out their survey to evaluate the different recreation facilities and programs, The park lady program may be reintroduced and maybe there is a need for more and better programs. She listed the programs already available and encouraged the council to encourage friends and neighbors to fill out the survey. The deadline is November 21st. The camp program was very successful with 734 children attended. Out of school time is when programs are most needed. Need more adult recreation, however there are already many things available. Montana has a 24%of obesity however it is still under the National average. Looking for free programs that will help more children. Her phone # is 727-6099 if more surveys are needed.
Sheila Rice from Neighbor Works was looking at the new area on 19th and 20th Ave. South and 17th street to 19th where the new homes will be placed from the area where CVS will be building their new building. She presented a questionnaire that she would like to be used to evaluate the area and requested that a request for some people to do the evaluation. She explained the self help program that a group build together from Castle Pines when all had to work on the project together. Some of the people involved. They built 16 houses and they will start 10 more this year. Harold Poulsen is trying to purchase some land for a park. 13 lots were purchased to build in the 19th and 20th Ave South and 17 street and 19th street. This property will be put into a land trust, where the people will own the house but not the land for permanent affordability. All the houses they have sold have appreciated a great deal. This is a base line survey, and she needs volunteers to do the survey. They will give you a camera so the survey can do a photo documentation to show before and after. In addition to that she would like to maybe add to the survey anything that could be added.
Gary Owen and Steve King presented a program on evaluation of a new approach to the emphasis that the United Way should have on the community and the indicators of the needs of the community based on Education, Income, and Health. The group evaluated many needs that could be address on all these issues and what we felt should be addressed for their program. Many good ideas and approached were discussed and written down. These will be taken back and evaluated at the United Way.

The turn around at Sunnyside School will be for parents to pick up children.

New Business: Great Falls Pre-release was addressed by Curt Thompson, GFPRC Board of Directors. He talked about a pilot program to accept tier 1 and 2 sex offenders from Cascade County. They will not import prisoners from anywhere else, only offenders who have lived in Cascade County 1 year before. They would like public input on the pilot program. He attended the meeting to clear up questions and some misinformation.
The program is for those whose family or they had lived in Cascade County when released and they wish to take care of our own.
Much discussion followed.
125 have lived in Cascade County, 98% live in Great Falls, some are tier 3.
The pilot program would only be for 1 year. and we could walk away if it does not work.
Billings has been doing this for 10 years. Missoula has been in program for 6 years. Funding is every 2 years for pre-release from state of DOC.
1st year pilot program would only have 10 people per year. David Castle then addressed the group indicating that the Pre-release does a great job. DOC has changed their philosophy over the years however 11,078 people on parole in Cascade County are on probation. Cascade is #1 in crime for the 10th year in a row. The sheriff indicated they need more personnel before they add any more programs. Much spirited discussion followed.
Paul Cory, EX D. of GFPRC also said they would take no Sex Offenders until they added more staff as trained Sex therapists that could take ten new patients if they were brought in.

Marge Anderson reported on progress being slow since the weather has not been cooperating. It is a city park. They are presently working on the possibility of playground equipment. The trail may be planned to go through the park. Ken Robinson will do the historic section of the Dempsey Fight.
Police Advisory board: Sally Macmillan attended a meeting where Chief Corky Grove explained the required budget process they are going through. Chief Grove also stated that the police department is looking for another location in view of the fact that the building is not handicapped accessible and not really adequate for the needs of the police department. The Chief has indicated that they would like to pass a mill levy in order to have better equipment, more officers, and more money to cover the increase in gas prices. (At present the police depart ment does not have to pay the gas tax for city vehicles).
Sally Macmillan reported on the Archival Landscaping, indicating that nothing of note has actually been done. The May 28th hearing has been moved to July 16th. This is the 3rd year this has not been landscaped. Kim McCleary should urge the completion of the project.
It was noted that the Search and Rescue levy passed.
The dandelion issue that was discussed at the last meeting was resolved by the Sunnyside school. The principal and the building grounds person (Jerry Horton) responded immediately.
Carl Donovan noted that there has been vandalism and graffiti between 14th and 15th alley. The Police responded and took pictures. They can sometimes identify gangs from the graffiti. It took 72 hours to clean up the mess. Patty Cadwell said that Heather Rohlf should also be called if vandalism occurs.
Sally reported that there was an attempted break in of her church on 17th and 13th street and felt the neighbors should be warned.
Marge Anderson and Sally Macmillan attended the city commission meeting. Bob Worthington spoke on liability issues.
Jerry Dolson a bus driver request that it be looked into to have off street parking for the buses at the Sunnyside School. Patty Cadwell will check on addressing the issue as it would be much safer for the children.
C.A. Buckley addressed the request for a traffic signal at 9th street and 13th Ave. She was advised that there has already been a request that was turned down for lack of adequate traffic.
A need for bike paths was also addressed and Marge Anderson said that there is already a bike path plan for the city, but it has never been implemented because of lack of funds.

Marge Anderson met with John in regard to Upper River Road and parking for Verde Park. It was indicated that the new bridge and sidewalk could tie in to Verde Park. Marge indicated that the Volks will be returning from New York and will be involved in the planning. A neighborhood garage sale is planned in order to accrue funds to use in order to get matching funds.
Heather Rohlf from the City of Great Falls gave a report in regard to Title 10 and 8 with regard to rubbish. She indicated that her work is based on complaints but she is very busy as there are always many complaints. Heather passed out information as to how to handle neighborhood concerns.
Officer Daniel Smith advised the group that spray painted vandalism is gang related. Even if they spray trash cans it is a felony. Some are over 18 years of age and therefore can be arrested. Officer Smith responded to a question on campers and advised that they must be moved every 5 days or they are in violation. There was discussion in regard to predators in the area since Sunnyside school did have an incident reported. Officer Smith advised that people should try to get a license plate number if someone seems suspicious.
Diane McCloskey gave a presentation on the Great Falls Search and rescue. There will be a request for .90 cents per house-hold on the ballot for the June primary. The Search and Rescue provide their own vehicles and equipment so they are requesting this to help them get new equipment.
Ralph Randono gave a presentation on a proposed 12 unit Condo to be located at 17th Avenue South and 4th Street South. The units will be multiple family units, 1 story units. They plan on building the units this fall if they get the zoning permit. He was asking for support from the Council.
It was announced that June 7th is National Trail Day for Get Fit.
Bill Salina (Candidate for County Commissioner) answered a question in regard to the County Jail and the request for funds. He indicated he had toured the facility and there is a need for better equipment and more funds.
Ann Goldhahn gave a presentation for Channing Hartelius for Senate
There was a complaint by a resident in regard to the dandelions that were growing at Sunnyside School.
Sally announced that the Park and Rec will have 1 week summer programs.
There will be no meetings in July and August.

Police Advisory Board-Marge Anderson said meeting was directed toward Sex Offender program possibility at the Pre-Release Center.
Council of Council Meeting-Carl Donovan reported that there will be some funds for parks and neighborhood sidewalks. Quarterly meetings will be held.
Jan Cahill, school trustee and Steve Irwin School Trustee made a presentation in regard to the mill levy. It was emphasized that mail in ballots will be sent to all registered voters.
Ron Duncan from Neighbor Works discussed the CVS property located at 9th Avenue South and 20th street. It is tentatively planned that the houses will be moved and rehabilitated.
Neighbor Gary Blatter said he would volunteer some help regarding SIDS for sidewalks and improvements.
Jim Schillenberg did a presentation on Bounty, blight and junk vehicles. Cascade County Community Decay and MT State junk vehicle programs.
Dewey Goering, Jim Whittaker and Chaning Hartelius presented their names as candidates for elective offices.
Sally Macmillan attended the welcoming meeting for the new city manager, Greg Doyon.
River's Edge Journal has an article in regard to Verde Park.
Complaints have been received in regard to boomboxes and speed- ing in neighborhoods and school zones.
The Ralph J. Peterson property at 13th Avenue and 4th street hearing has been deferred for a couple of months.
Roy Hembercker at 1713 15 ave South was referred to Andrew Finch in regard to his sidewalk problem.
Sally Macmillan complimented Jim Reardon in regard to the efforts to fix the water breaks.
Sally Macmillan urged everyone to take care of their sidewalks as she was injured as a result of negligence.
Carl Donovan is gathering signatures for the MT I 155 to expand the CHIP Progam.
The arterial bypass meeting will be held April 7th.

New Business: Earl Salley said thank you for increasing his water pressure.
Officer Smith gave a report on some statistics in regard to the neighborhood.
Theft calls are high, suspicious calls are low. The police force now has a downtown office in the Recreation Center. He indicated they are presently short 4 officers with 3 new officers at the academy being trained. He indicated they are looking at volunteers to work with the police, further information is available on their website.
Nancy Hampton from Grandview Trailer Court gave information in regard to the Neighborhood Watch Program and passed out information and forms to implement the program. She indicated that it is effective in their trailer court and encouraged everyone to become active. She indicated that signs and information booklets are a result of a grant.
There was discussion in regard to the city employee Heather going into neighborhoods, taking pictures and sending letters advising people to clean up their property. It was also discussed that as a result, some of the neighbors are being blamed by their neighbors for turning them in. This is not true. Marge suggested we ask her to be our speaker at the next meeting. There was also discussion as to who to call if there are bushes and trees that create a traffic hazard by blocking the view on corners. Jon Thompson's name was given and the person will contact him.

Committee Reports: Marge Anderson gave a report on the progress she has made in regard to Verde Park. She has done extensive research into the possible play areas, parking areas, and location for additional parking that will not impose on the nearby residents. A possible Bike path was considered also.
She pointed out that if the truck route were to be established that it could impact river road since it is included in the highway plan.
Carl reported on the problems involved in the Animal Shelter. He passed out the list of disputes that are to be resolved by a hired lawyer from Helena.
At the present time the Humane Society and the city are disputing who the owners of the equipment and supplies are.

OLD BUSINESS:Minutes of the December 5, 2007 Council meeting were approved as written.
COMMITTEE REPORTS: Marge Anderson had no new information in regard to Verde Park. Discussion of the new bridge on lower river road as to where the bike trail would be and how it would be constructed. A van at Mr. Cleaners is parked too close to the street obstructing traffic and possibly causing a hazard. Sally will request that they park in a safer area.
NEW BUSINESS: Election of officers was held: Sally Macmillan, Chairman. Marge Anderson, Vice Chairman. C.A.Buckley,Secretary. Carl Donovan, Council of Councils. Melvin Teal, Action Team. A change in the By-Laws was made to eliminate the lines " Voting will be by secret ballot." the vote was unanimous.
OTHER BUSINESS: Jim Reardon reported on the Water Pressure Issue. There were 9 water breaks and at the present time all have been fixed. Final completion is scheduled for April to replace new water lines and asphalt that was removed to do the repairs. Thanks were expressed to the City Employees who went beyond the call of duty to repair the breaks.
Sara McCafferty, Emergency Preparedness Officer with the Great Falls Fire Department gave a presentation on preparedness in the event of an emergency. Sara displayed a kit containing all the necessary items needed in the event of any type of emergency and explained the update of plans for schools and public building during an emergency. She also indicated that plans are being made for animal care also.
Patty Cadwell, Neighborhood Council Liaison for the City of Great Falls has accepted an additional position as the director of the Weed and Seed program.
Sally reported that there has been no further indication of any effort to continue landscaping at the Archival Building.
Discussion of a possible construction of an apartment building between the M.E.A. building and Amigo Lounge was brought up but nothing further is known at the present time.
