OLD BUSINESS:
No Verde Park report.
Council of Councils report by Robin -- 3 issues 1--Vision planning presented by Leadership GF--Robin asked to have group speak at next meeting. Sally will contact Al Lundy to invite 2-- long term parking on streets 3--how to increase participation in neighborhood councils
NEW BUSINESS:
Our council is full with five members--will be sworn in once all write in ballots have been counted
SID -- in the area of 20 & 21 Ave So between 13 & 20 St --pavement, curbs, gutters & sidewalk improvements--people in the area will be notified
Marty Basta reported that the Salvation Army is requesting to buy the area where its ball fields and Family Center is--they have been leasing this land but they want to purchase is from the city-- this action was approved by the City Commission on 11/3/09-- land must be purchased at appraised value--proceeds of sale will go to Park Trust Fund -- Marge made motion to support this action; Jack seconded; motion carried
Sally asked Marty about replacing the saw dust under the play areas in Sunnyside Park
Pastor Gary Hart of Victory Christian Church presented their plans to purchase and develop land at 13th St So & 29 Ave So-- plans are to develop this area of app 13 acres in 3 phases-- 1st phase would be the main building of app 16000 sq ft and parking --they are looking for approval for annexation into city and for zoning changes--- discussion ensued re future development of the area and if there would be water pressure issues with expanded demands on already heavily used system--- those issues would have to be addressed before annexation into City-- Jack made motion to give Council 6 approval of this project, Marge seconded, motion carried
NEIGHBORHOOD CONCERNS: Marge Anderson reported that group home is still being developed in her neighborhood without clear idea of what this will entail. Sally reported Amigo Lounge still has not cleaned up the parking lot since their remodel of 2 summers ago Robin asked what the process is to get a stop sign put up--she has concerns of the traffic on 11th Ave & 16th street--people leaving the 8 Ball In go very fast along that stretch of road
OTHER: Nancy Hampton announced Safe Communities Day at Expo Park October 24 and the Prospect Heights Neighborhood Watch meeting.

OLD BUSINESS: No Verde Park report. The Police Advisory Board had a poor turnout. Northland Mafia and the Playboys gang activity has been reported in the area. Because the mill levy failed, the City Commission approved grant matching funds. There have been several neighborhood complaints. Heather Rohlf will follow up. The Police Academy is currently being held.
NEW BUSINESS: City Engineer, Dave Dobbs gave a presentation re: road and sidewalk project. He clarified some confusion and concerns and will return telephone calls. A new paving project is in the works. Mayor candidate Bill Bronson and City Commissioner candidates Fred Burow, Robert Jones, Donna Zook and John Rosenbaum gave presentations.
NEIGHBORHOOD CONCERNS: Marge Anderson reported neighbors have questions re: the possibility of a group home on the corner of 1st St. and 19th Ave. S. Building permits are in order. Home owner says her intentions are a Christian based safe haven for women and children in need. The area is zoned R2.

OLD BUSINESS: Carl said he would write a letter to Neighborhood Council#7 re: support for the Gibson Park lighting project. Carl and Sally have attended meetings concerning support for Police and Fire Department Mill levies. They presented reasons why these levies have been proposed.
COMMITTEE REPORTS: No Verde Park report. Robin announced Re: the Action Committee that Stimulus money is contingent on mill levies passing.
NEW BUSINESS: none
OTHER BUSINESS: Announcements included a public reception will be held at the library Friday evening for the Russian delegates. A bar b que will be held on Sat. at the new RSVP building. The Taste of Great Falls and Beautiful Minds Walk are scheduled in June. The Farmers Market will also resume. The 4th of July Parade is in the planning stage. The Farmers Market is looking for board members. It was also mentioned that Neighborhood Council 7 has more concerns re: drunk and disorderly conduct. It was announced there will be no scheduled Neighborhood 6 meetings during the summer.

The meeting was called to order by Carl Donovan. Minutes were approved as read. It was announced that Jack Stuckman will be sworn in at the next City Commission meeting.
COMMITTEE REPORTS:
Sally Macmillan and Carl Donovan reported that there will be no GFPS mill levy or trustee election. There will be two separate mill levies for the Police and Fire Departments. Sally Macmillan moved and seconded by Jack Stuckman that Neighborhood Council #6 write a letter of support to Neighborhood Council #7 regarding support of Gibson Park lighting project.
NEW BUSINESS:
Some of the neighbors near the beauty ship on 17th Street have some concerns regarding parking, etc. Since the shop has a variance or a home business, this matter needs to be brought up with the City. The school zones need to mark speed limits clearly to enforce speed zone ticketing procedures.
OTHER BUSINESS:
Patty Cadwell announced that the weekends of April 25 and May 2 the Mapril Spring Cleanup will be taking place. Malmstrom volunteers will be picking up trash left curbside. Other volunteers are needed. Sally Macmillan shared several clippings regarding bikes on dikes, MSU wind turbines, etc.

NEW BUSINESS: Nancy Hampton reported that Neighborhood Watch meetings will now be held quarterly at the Peak. The next meeting will be held April 16. A main focus is to set up new pods. Greg Hall gave a presentation concerning the Beautiful Minds Walk sponsored by the Center for Mental Health. He is advocating participation by all Neighborhood Councils. There is a kick off luncheon April 1. If any one is interested they should contact Greg at Golds Gym 727-8888. Patty Cadwell mentioned that suggestions are being taken for the Council of Councils.
OTHER BUSINESS: C.A. Buckley submitted her resignation as a Neighborhood Council 6 council member. Lea McGiboney and Jack Stuckman had submitted interest applications. Lea was out of town. Jack was in attendance. He expressed interest. Jack was nominated and there was a second that he become the new Neighborhood Council 6 representative until the upcoming November election. He will need to be sworn in at the next Council meeting. Sally mentioned the Public Safety Levy that is approaching. A Community Legislative Forum will be held at MSU Friday at noon.

The meeting was called to order by Sally Macmillan.
Minutes were approved as corrected. (Spelling of Robin) Sally spoke for an extended period of time explaining the workings of the neighborhood council to the Boy Scouts.
She also introduced Patty Cadwell N.C. Coordinator.
COMMMITTEE REPORTS:
Sally followed this with a report on the Police Advisory Board stating that the majority of Neighborhood Councils were present. She indicated that the police department is in need of further funding to increase their officers and also to consider building a new facility for the police department. The department has a backlog of cases at the present time as a result of the loss of some officers that are in Iraq.
NEW BUSINESS:
Sally advised the group that she had forgotten to have elections last month so elections followed with Carl Donovan,chairman. Sally Macmillan Vice Chairperson. Marge Anderson, Secretary. Sally Macmillan, Police Advisory Board. Carl Donovan, council of Councils. Robin Baker, Action Committee.
Anita Heppner requested information in regard to home businesses as one of her neighbors has a nail business that has been approved by the neighbors.
The business is now advertising for a salon designer. Anita asked if there are any restrictions. Patty Cadwell said she would look into it and let her know.

The minutes of the December meeting were approved.
There were 3 applications for the Council vacancy. The Council members voted unanimously to appoint Robyn Baker, who was in attendance at the meeting, to Neighborhood Council #6. She will be sworn in at the next City Commission meeting.
The Council members voted unanimously to endorse the College of Technology wind turbine project.
There were no committee reports.
The Council members decided to conduct the election of officers at the February meeting as there were only members present at this meeting.
Kristal Kuhn, the Emergency Planner from the City of Great Falls gave an interesting presentation on citywide emergency preparedness.
Chair Sally Macmillan adjourned the meeting.
The next meeting is February 4, 2009.
