Minutes for November 22, 2005
Present:
Karen Grove, Tracy Goodness-Rice, Maureen McInnis, Carl Donovan and Susan Agostinelli.
Old Business:
Minutes of October 25, 2005 approved.
Carl Donavon was introduced as our new member.
Minutes or Council of Councils were passes out.
New Business:
By Laws were passes out. Tracy Goodness-Rice moved that section 6, part B be deleted and the word with be placed in front of open. Carl Donovan 2nd and all were in favor.

Delegate: Carl Donovan
Giles Salyer of Park and Recreations Department gave and update on park equipment at North Kiwanis Park. Removal of old wooden structure will take place as soon as possible at the request of the Council, due to safety concerns. The Council will pursue fundraising opportunities to replace the structure. We will research Block Grants, contact Foothills Christian School and Grizzly Development. A committee will be formed from the neighborhood.

Minutes for October 25, 2005
Karen Grove, Maureen McInnis, Susan Agostinelli and Tracy Goodness-Rice. James Porter was absent.
Old Business:
Minute approve with the corrections to Tracy's name.
New Business:
Susan McCord of Habitat for Humanity presented information of the opening of Restore, a building materials thrift store. The store will be open Wednesday 10:00AM - 6:00PM and Saturdays 9:00AM-3:00PM. The store accepts many types' of building materials such as bathtubs, sinks, doors, lamps, lights, plumbing, tools etc. They do not except paint, appliances that are not working or furniture. The items are cleaned, refurbished and resold with all proceeds used to build homes for their Partner Families. The store is located at 816 20th ST N.
Alan Scanlon spoke on the Pre-Release centers programs and placement of inmates in jobs within the community. He gave a tour of the facility.
Neighborhood concerns:
Camping trailers parked along 2800 block of 6th Ave N and along 8th Ave N for long periods of time. They will be report to the city.

Minutes for September 29, 2005
Present:
Karen Grove, James Porter, Traci Goodness-Rice, Maureen McInnis and Susan Agostinelli.
Old Business:
Minutes of May 25, 2005 approved.
Karen Grove and Jim Porter reported on the Neighborhood Council Retreat held September 16-17, 2005.
July Ice Cream Social was well attended and a success with about $45.00 in donations.
New Business:
Jim requested they we explore getting he flag poled painted and light replaced at Memorial Park with the Park and Rec. Department.
Office Cory Reeves reported on the new laws that take effect on 0ctober 1, 2005. Mainly that fines will double in school zones and the statewide open container law. The Police Department will be hiring 5 new offices.
Bill Wiseman and Bob Deming members of the Local Government Study Commission reported on the commission and what their findings are thus fare.

DeeJay Robinson reports his neighbor's violations.

Minutes approved
Sally Cerny from the Animal Foundation presented information on their program for a new shelter. They are in a capital campaign to build the shelter and dog park. The goal is to raise $2,000.000. The Margaret McLean Estate had donated $400,000 as a gift that must be matched by December 31, 2005
Elna Hensley and Laura Vukasin of the GFPS Broad held open discussion of the upcoming election. The board has taken no position on Single Member Trustee Districts but present Trustees are opposed. Travis Kavulla was also on hand to answer questions.

Officer Reeves had no report
Patty Gumenberg of City of Great Falls Park and Rec. department presented their Mission Statement and an extensive overview of their programs. She covered the pools, golf courses and related expenses.
Parker Sullivan from Neighborhood Housing spoke on their 25th anniversary and their annual cleanup days on 4/30 and 5/7.
Art Dolman of the Golden Triangle Mental Health Foundation addressed the Council on the new building and new logo. He overviewed their other programs at New Directions, adult case management, group homes and adult foster daycare. The serve 12 counties with a population of 208,868.

Traci Goodness-Rice, Maureen McInnis, Karen Grove, James Porter and Susan Agostinelli were present.

New Business:
Sheriff Castle recapped his first 6 months in office. Outlining the jail budget, escape emergency plans and many of his cost cutting measures. He has cut administrative Lieutenants from 5 to 2, purchased an inmate transport vehicle, created public information system on County Web Page and created pilot medications reclamation program with Spectrum Medical.
Travis Kavulla in trying to instituting Single Member Trustee Districts. This would be done by dividing the District into 8 subsections. Each subsection would elect a School Board Trustee. Whereas the current method of election for trustees of School District 1 does not adequately provide for equitable representation the proposal would provide equitable voting rights of each section.
Jim Ported moved NC8 should indorse Travis Kavulla'a proposal to School District 1, Susan Agostinelli 2nd the motion. All were in favor with Maureen McInnis opposed.

Neighborhood Council #8 Minutes of January 25th, 2005
The meeting was called to order at 6:34 PM by Karen Grove.
Ben Forsythe spoke representing the group "NOcasiNO Montana". He believes that gambling harms communities & is an addiction which generates an increase in crime & causes economic problems. His group is concerned that State law doesn't allow citizens to protest new casino's coming in, but they can protest the alcohol license. he stated that we have a limit of 73 licenses in the city & that we currently have 104. Loren Keller added that Zoning is a problem & that Bozeman & Belgrade specified that they didn't want to be like Great Falls. The city of Great falls is trying to repair the zone problems they inherited. The proposal of this group is to allow new casino's only in areas zoned industrial. They are asking citizens to get involved in preventing new casino's from coming to Great Falls by writing to legislators & attending city commission meetings. They asked council #8 to sign a resolution & a motion was made by Maureen & seconded by Jim to sign in support of their resolution.
Stephanie, Angela & Erin represented "Voices of Hope" & talked about the different services they offer. They have been a 24-hour crisis line for over 40 years in Great Falls. They assist victims of sexual assault, domestic violence & suicide. Angela stated that they are always looking for community volunteers & are happy to educate citizens in areas of suicide prevention. They are funded through federal grants as well as the United Way.
Officer Cory Reeves made his quarterly visit to discuss community policing. he addressed issues such as abandoned vehicles & registered sex offenders. he also brought crime statistics for the last 4 years.
Karen reminded us that our next meeting is February 22nd at 6:30 PM
