Minutes November 28, 2006

Meeting called to order by Karen Grove, at 6:40PM, Members present Karen Grove, Carl Donovan, Maureen McInnis and Susan Agostinelli. Tracy Goodness-Rice was absent.

New Business:

Proposed City ordinance banning the sale of 20oz single beer in the City of Great Falls

Kevin Devine of Devine Brothers Disturbing spoke against the ordinance. He stated he firm employees 26 people, pays taxes and supports the community. It is one of the most regulated industries. He feels the ordinance is an ineffective solution to problems of the downtown area. The ordinance would also require store to remodel to accommodate the locking up of beer and wine after 2AM and before 8AM, creating further costs while loses the profits of single can sales.

Jesse Slaghter the downtown officer of GFPD was in favor of the new ordinance which he is sponsoring. He believes that the sale of cheap beer leads to panhandling and disorderly conduct. Citations have been ineffective in solving the downtown problem in the pass. He proposes it should be city wide so the problems will not just spill over into the other areas. The proposal he is suggesting has been developed with a group of downtown businesses.

Other:

Neighborhood councils have been grated funds for awareness of the Councils and the Neighborhood Watch Program. There will be a booth at the Stroll from 2PM-5PM in Time Square.

Neighborhood Council #8---Minutes of October 24, 2006

Karen called the meeting to order at 6:35 pm.

Maureen reported on the Police advisory board. They have met Three times now & are in the process of learning how the Great Falls Police Department works as well as the structure of their services. She spoke about a grant that has been made available through Malmstrom AFB concerning the enforcement of underage drinking laws as well as compliance checks of local drinking establishments. The advisory board is made up of 14 community members

Two local candidates running for offices introduced themselves: Mitch Tropila & Fred Burow.

Steve Erwin, a school board trustee asked if there were any questions or concerns from our neighborhood. Maureen inquired about the petition that had been passed around wanting to change the current structure of candidates.
The petition called for representation from each neighborhood, but didn't get on the ballot.

Sheriff  Castle thanked the school board for the way they handled a potentially dangerous situation recently. He also complimented the GFPD on their expedience with the situation.
Jaycee Kolar came to speak about the application she is preparing for Weed & Seed. She is gathering information from the proposed area which includes the North side of Great Falls as well as Black Eagle. The program is resident driven so it's vital that she gather as much input as possible & is happy to take input from anyone living in the area. She mentioned that drug & gang crimes were the primary focus in our area.
Sharon Gerhart from the Great Falls Study Commission encouraged everyone to be informed & vote.

Patty Cadwell is a member of the Pandemic Preparedness Committee & informed us about the impending worldwide Flu to happen either this winter or next.
Don McGiboney from Neighborhood watch passed out pamphlets from Homeland Security on how to be prepared for any basic emergency.

The council decides to meet in November, but not in December

Minutes May 23, 2006

Meeting called to order by Tracy Goodness-Rice, chairing for Karen Grove, at 6:30PM,
Members present Carl Donovan, Maureen McInnis, Susan Agostinelli and Tracy Goodness-Rice. Karen Grove was absent.

Old Business:

Minute approve after correction of Abby Zent’s name.
Maureen McInnis reports on the police Advisory Board. They toured the 911 center.

New Business:

John Stevens Recruitment Director for Experience Works Learn and Earn program spoke on the program. They help people 55 and older reenter the work force with training and employment opportunities. Participants are usually low income and are paid $100 per week while in training. The training lasts 60 day.

Gloria LaMott of the MT Spay and Neuter Task Force provided information on the spay and neuter clinic. Since 1996 the Task Force has helped over 20,000 animals in MT and SD. They are in need of volunteer and blankets.

Pamela Morris of Citizens for Responsible Energy Development spoke in opposition to the current proposal for the Coal Fire Energy Plant. Their group believes the planet is outdated and the plant would use 80% of our reserve water rights. The Department of Environmental Quality will be having a hearing on mercury levels as this plant will put out about 500lbs of mercury per year. John Thompson spokesman for the National Clear Air Committee will at MT Tech Heritage Hall on 5/24/06 giving an alternative to the current Coal Fire Plant.

Bill Bourret of the Benefis Health Care Board spoke on the conflict between the hospital and the Great Falls Clinic purchasing the MT Surgical Center. The Board has a fiduciary responsibility
to protect the not for profit hospital. There is a national and state moratorium on physician owned hospitals to control competition. The Board believes the Clinic will the profitable cases and the hospital has to except everyone, insured and uninsured.

National Good Neighbor Day is 9/24/06.

Minutes of the April 25th, 2006 neighborhood Council #8 meeting

Karen called the meeting to order at 6:32 PM. The minutes of the March meeting were approved. Karen gave an overview of the council of council’s meeting that was held on April 19th. The study commission would like to add 2 more commissioners to the city council at a cost of $20,000.00 per year.  They believe it will give a better spread of representation from around the city.

Stephanie Longston spoke from Alliance for Youth about the 40 developmental assets helping youth succeed.

Sheila Rice from Neighborhood Housing Services reminded us of what NHS does & how it began. The latest project is the Boyd apartments on 5th Street.  They will be renovated & turned into town homes for re-sale. This is also the 40th year of Mapril cleanup.

Jan Wolfe represented the Neighborhood Watch program & would like to see the Neighborhood Watch meet the same night, as Neighborhood Council so the two can get involved.

Abby Zanta is a Volunteer in Service to America, which is a 13-month national program working to fight poverty.

Amanda from RSVP works with at-risk youth to recruit adult mentors.

Paul Lloyd Davies from RSVP mentioned that there are currently 950 members.
He also talked about the Get Fit Great Falls program.

Officer Cory Reeves also attended the meeting & said that a new police chief would be named about the second week of May.

July 25th- Ice Cream Social at Memorial Park
No August meeting

June flower planting is planned for the first week in June & it was mentioned that we could invite children from the neighborhood to help take pride in the park.

It was decided that a representative from Benefis Health Care would speak at our May meeting under the "other neighborhood issues" portion of our meeting.

Minutes of March 23rd, 2006

 

Karen opened the meeting at 6:36 PM. Carl made a motion to aprove the January minutes & Maureen seconded the motion.
There were no committee reports.
Mitch Tropila spoke about his candidacy for senate district 12. He appreciates what Great Falls has done for him &.he wants to show his appreciation by giving back to the community.
He proposes a meth registry similar to the sex offender registry.
He also wants to raise the minimum wage $1.00 to $6.15 HR He promises to never accept campaign funds from political Action Committees.
Jesse Waldenberg from Central Plumbing & Heating asked the council to write a letter of support for a conditional use permit for their new shop/yard on 38th street North & River Drive. The council agreed & Tracy will send a letter of support.
Jan Wolfe from Neighborhood Watch is a volunteer with R.S.V.P. She is reviewing Neighborhood Watches & recruiting new members & asking them to attend Neighborhood Council meetings. She says there are about 50 active watches. It takes about 3-4 people to start a watch.
Corky Grove spoke to us about Law Enforcement & citizen participation as well as the history of the Great Falls police department since 1985. He highlighted key points such as Crime prevention, Changes in the department & the Weed & Seed program. He spoke about the importance of community oriented policing. He asked the City Council to form a police advisory board with representatives from around the city including one member from each neighborhood council. Maureen Mc Inness was voted in to serve on that board.

Minutes for January 24, 2006

Present:

Karen Grove, Maureen McInnis, Carl Donovan and Susan Agostinelli. Tracy Goodness-Rice was absent.

Old Business:

Minutes of November 22, 2005 approved with the addition of the Wal-Mart presentation.

The Council requested Patty get and update from Giles Salyer on the removing of the playground equipment from Kiwanis's Park.

New Business:

Officer Cory Reeves discussed the Cities ruling about abounded vehicles on public streets. The year end stats will be available by the next meeting. He announced Chief Jones is retiring and a replacement has not been named.

Neighborhood Concerns:

Jan Wolfe from Neighborhood watch will be at our next meeting.
