MINUTES OF MARCH MEETING: Jim Porter made motion to accept the Feb and March minutes, seconded by Christie Fisher - carried
OLD BUSINESS: Jim Porter gave a committee report on the Police Advisory Board. Police Department is in process of getting ready to go to the public for a Safety Mill Levy. If passed GFPD would be able to hire additional officers, civilian staff, and equipment upgrade. Convicted Felons were given back some of their rights and can now own a fire arm and House Bill 228 will also cover Concealed Weapon regulations. Karen Grove gave a short run down of the discussions that took place at the City Commission Meetings, Action meetings, and the Council of Council Meeting all which were held in March. NC8 will use Weed and Seed Project money to advertize in the Great Falls Tribune interest items that pertain to the Neighborhood and the meeting information which would be of interest to the residents that live in the NHC#8 district.
NEW BUSINESS: Steve Bolstad was present and would like to serve on the Council to replace Pam Morrison’s vacated spot. A motion was made by Karen Grove and Seconded by Christie Fisher to accept Steve as a member of the Neighborhood 8 Council. Motion was approved and past with 100% approval vote.
Jim Porter gave a report of some of the things he would like to see in place at Memorial Park including a new sprinkler system and flag. He is working with Marty Basta to get some faucets in place so the flowers can be watered. He is also working on getting some new dirt in the flower bed before the June planting.
It has been noticed that the extra patrol around the North side Area has made a difference and is very much appreciated. Since there was not other business the meeting was adjourned at 7:15pm – Next meeting May 21, 2009

OLD BUSINESS: No Quorum no minutes approved will vote on Feb & March at April Meeting. Karen Grove gave reports on Action Committee and progress on Black Eagle Project.
NEW BUSINESS: Greg Hall gave a presentation on the Beautiful Minds Walk; he would like all the councils to be a part of this fund raiser for Mental Health. Steve Bolstad was present he would like to serve on the Council, he will be back in April to be voted on since no Quorum present at March Meeting. Jim Porter reported that he has visited with Park & Rec regarding Memorial Park and they will use the rest of our grant money to replace soil in the flower bed. We will check into this and report at next meeting. The City is considering a Well at memorial Park this would cut down on the expense of water usage. This would also help with getting a sprinkler system.
There will be a Council of Council meeting on March 31, at 7pm at Civic Center Gibson Room all are invited to attend.

Minutes of January meeting approved
OLD BUSINESS: Karen Grove gave a little run down on what has been discussed at the City Commission meeting in Feb the commissioners are starting to look at the budget and getting feed back on looking at a Safety Levi for Fireman & Police. NC#8 needs to come up with projects to use the remainder of their Weed & Seed funding for promotion of NC8. Will look at advertizing and promotion to get more people aware of what is happening in our neighborhood. Still looking for a 5th member for our council. A couple have expressed interest and hope they will come forward to express a desire to serve on NC #8. Jim Porter gave a report on the Police Advisory Board. The Police Dept is down 5 officers. The K 9 dogs only have a 5 to 7 year life span on the force. The Dept would like to keep a dog for each shift so if something happens and one needs to be replaced funding will have to found to do that. Hope to fill Captains position by May of 2009, just depends on what happens with budget review. Would like to see the school speed limits enforced 365 days 24/7 since children are at school day and night. A letter was sent to the City of Great Falls on behalf of NC#8 showing support for Neighbor Works receiving Community Block Grant monies from the City.
NEW BUSINESS:
Park and Recreation Foundation representative, David Krabs attended the meeting to explain the Foundation and what its purpose is. Very interesting discussion of community projects they are helping with. Fire Works in Great Falls, replacement of trees lost to the Pine Beetle, Lighting project in Gibson Park. They are a 501c so donations are tax deductable.
OTHER BUSINESS: Jim Porter discussed trying to see if we could do something about the water system at Memorial Park. Jim will go talk to them regarding the watering system and new dirt for the flower bed. Jim will report at next meeting.

No Minutes of November meeting will approve with the Jan minutes in Feb.
OLD BUSINESS: Nothing new to report that affects NC8 at City Commission meeting. The Weed & Seed joint project is pretty much completed. We do have a lot of Magnets available to pass out to residents and at NC functions. No one has come forward to be 5th member for our council. A couple have expressed interest will try to have someone by Feb meeting.
NEW BUSINESS:
Tabled Peoples Park and Recreation Foundation until Feb meeting
Kristal Kuhn was at meeting to talk to us about the Emergency Preparedness program she is running. She is an employee of the Great Falls Fire Department and her job is to make sure that the city is in line with the County and everyone has the proper guidelines to follow if there were a State or County wide emergency. She is going to be working with school age children and works closely with Neighbor hood watch programs. She is also working on mapping the neighborhoods and works closely with Vince Kolar the DDS coordinator for the County.
Shelia Rice from Neighbor works was also at our meeting and explained some of the programs offered by Neighbor works and asked if our Council would be willing to write a letter in support of them receiving Community Block Grant monies from the City. Those at the meeting were more then willing to do so. Karen will contact other members not present and get their consent to write letter.
OTHER BUSINESS: Jim Porter let everyone know that if you have a problem with ice, ruts, or dangerous situations caused by ice build up. Call Public Works, the street division, and they will try and get problem corrected. They have been very good at that.
Some discussion was held regarding support of Community Policing and making sure the Commissioners and City Heads know how it is supported by the Councils and must continue.
