CVS Pharmacy Re-Aoning Proposal – Larry Siedell, Velmeir Companies
Larry gave a presentation of plans CVS Pharmacy has for the block bordered by 9th and 10th Ave S and 20th and 21st Street S. It will be similar to the development done for Walgreen’s to the east.
A number of residents from the 2100 Block of 9th Ave S expressed their concerns and general disapproval, centering on the loss of neighborhood and potential health problems from the demolition and construction activities. Members of the Council were concerned about worse problem developing at the intersection of 20th Street S and 10th Ave S.
Gary will forward the residents concerns in writing to Planning and Zoning. Don will leave a flyer in advance of the hearing before the Planning and Zoning Board.

Sheriff Castle commented on the situation that developed around the Prospector fire.
Council of Councils Meeting – the proposal to eliminate some one-way streets was defeated.
Traffic in the alley btween 4/5 Ave S and 20/21st Street
Council Election Coverage - It was felt that more needed to be done to increase awareness of the Councils
Paris Gibson – There have been concerns expressed about the increase in smoking and trash since the Alternative High School moved in.
Swearing-in will be the first Tuesday in January.

Police Advisory Board – Much of the last meeting concerned the financial aspects of running the Police Department. There was also a discussion of the future of Animal Control. Chief Grove also expressed his dismay that so few Councils had representatives attending these meetings.

Community Policing – Ofc Dilley
presented statistics on crime over the city and in the Council #9 area.
Neighborhood Watch – Mac McGibboney, City/County Coordinator
Talked about the need for volunteers on all Citizen Corp activities.
Discussed when to use 9-1-1: any time there is a need for an immediate response.
Upcoming training – drug awareness training, Coordinator training, Block Captain training.
TV ads for Neighborhood Watch will be appearing soon.
School Safety – Crossing Guards
Gary reported they are considering out-sourcing crossing guards. There was a discussion of the pro’s and con’s of such a move.

It’s really too late to plan anything this year.

The problem with the phone has been resolved. Both the Humane Society number and police dispatch can now be used.
Gary stated he had had good experiences with Animal Control recently.
Purple Parking –
Don notified the resident on 6th as to our discussion at the July meeting..
There was a discussion of the proper way to deal with visibility issues at corners.
Reminder: register as a candidate for Neighborhood Councils by Aug 23.

Police Advisory Board – Don reported that the Commission was probably going to approve Chief Grove’s request for funding for an additional 10 officers over the next 3-5 years. Further there was likely to be a request for funds to increase manning by an additional 10 officers, to re-work the police station, and pgrade the computer system.
ACTION Team – They are working on a folder to be presented to all new residents. Gary will write a letter of introduction from the Council.
Council of Councils - Gary reported that the proposal to change Council boundaries failed to pass. Commander Artero of the Montana National Guard gave a presentation, and there was discussion of the new Animal Ordinance.
Riverfest – The Council’s will have a booth at this event on July 14.

Anitra Hall – Montana Excel Site grant coordinator – GFPS
Reported on a program to develop small learning communities within the H.S. in order to simulate the experience of smaller high schools which have a significantly lower drop-out and failure rate.
There was discussion of a proposed redistricting of the Council Areas. The Council was not favorably impressed by the proposal or convinced there was a real need considering the expense involved.
It was agreed that the council would meet for the summer as usual in the Camp Fire Office.
Patty reminded people that they could register as candidates for Neighborhood Councils in the fall election beginning June 23.

Natural Areas Mgmt Project - Jon Thompson
Jon gave an introduction to the proposed city Natural Areas Program.
Pandemic Preparedness – Asst Fire Chief Steve Hester
Asst. Chief Hester reviewed the steps already taken to confront a possible pandemic as well as steps the individual family can take.
Gary Nowell – At Risk VISTA worker
Gary introduced himself and encouraged working with at-risk youth
Council of Councils Meeting
Art reported on the meeting, which focused on funds contributed by developers for the development of parks.
10th Ave Project –
Gary reported on a meeting with the DOT regarding development of 10th Ave S. At the present time, it is scheduled for construction in 2010. No changes are planned for either the 20th or 23rd street intersections.

Community Policing Officer visit
Ofc O’Brien presented the criminal statistics for the Council area.
Gary mentioned a number of on-going issues, but got little response from the many students attending.
Patty mentioned that it appeared that as part of the new animal ordinance that the Council’s would hear any appeals.
Interactive Legislative Forum –
2nd & 4th Fridays, 7:00 -> 7:45, rm B133, MSU – Great Falls It did not appear to us that there would be significant time to bring up local issues. Gary will contact Tim Callahan and encourage him to attend Council meetings.
Council of Councils Meeting – Jan 17, 7:00P.M., Gibson Room, Civic Center Gary will be unable to attend. Don or Art will represent the Council.
Neighborhood Watch –“Mac” McGibonney Mac reported that the south side Watches were the most active in town. He will be beginning a new publicity campaign including having someone in selected grocery stores once a month to promote involvement.
