Meeting was called to order by Chairman Schoenthal and pledge of allegiance recited at 7:00 PM.
October minutes approved as written.
Patti Cadwell asked about appointing someone to the ACTION committee. Councilman Bell volunteered and will represent the council.
Stacy Martello, Brad Norris and Peggy Norris are requesting a conditional use permit at 1308 6th Ave South.
Councilman Bell moved that a letter be written by Chairman Schoenthal approving the conditional use permit. Seconded and approved.
Tom Jacobson and Leslie Brady gave a presentation about The United Way and it efforts to improve the community through Education, Income and Health care. There was a very productive and insightful conversation.

Discussion of neighborhood issues:
Members of the local Pre-Release center gave a brief presentation on the possibility of housing some sex-offenders at their facility. We had an in-depth discussion between community members and the Corrections professionals.
Most of the meeting was consumed by the Pre-Release/Sex Offender topic. The Corrections professionals did a good job explaining the options and program.
Chairman Schoenthal brought up the issue that we, Council 9, are short a member and Carol Weyer expressed interest.
Councilman Bell brought of with vehicle parked on One-Ways, specifically 11th St and 1st Ave N. Issue was given to Patty Cadwell.

Discussion of neighborhood issues:
Chairman Schoenthal discussed a dumpster issue that has been plaguing 2704 2nd Avenue South. He has been working the issue and will continue until it is resolved.
Members discussed the proposed Disorderly Premise Ordinance. Most felt it was too lenient. Councilman Bell discussed changes to the ordinance.
Neighborhood members present discussed issues involving the area around Great Falls High School. Some of the concerns included young people driving in the area at a high rate of speed, possibly underage people smoking in the neighborhood adjacent to the school. Neighbors are getting frustrated with the litter and disrespect to the community. Chairman Schoenthal will look into the situation and contact Principal Anderson.
Councilman Leggett appointed Secretary to replace Councilwoman Schlim.
The Council will need to appoint a replacement for Councilwoman Schlim. A vote will be taken during the September meeting as several people were interested in the position.

The meeting was called to order at 7:00 p.m. and was followed by the Pledge of Allegiance.
Members present were: Gary Schoenthal, Art Vender, Joe Leggett, and Wally Bell. Also in attendance was Rick Tryon, who is running for the Legislature, two unnamed guests, and Patty Cadwell. Secretary Sally Schlim was absent.
There were no minutes available from the May meeting.
Committee Reports:
Wally was out of town for the Police Advisory Board meeting; no report.
Gary talked about a dumpster problem in the area.
Wally talked about an old, abandoned car that was parked near his home for months. It had been tagged by the police but still sat there for a very long time. He would like to see a change that would allow quicker response to vehicles abandoned along streets.
Gary said he was in favor of the proposed Disorderly Residence Ordinance but wished that the Councils had been briefed on it.
Gary said he would be against any ordinance that stopped citizens from parking RVs, trailers, and campers along city streets. This topic was brought up at the last Council of Council meeting and the Mayor and Commissioner Jolley were going to work on it. He said he had talked to RV dealers who would fight it.

May 8 2008 7:00pm RM 105 Great Falls High School south campus
The meeting was called to order by Chairperson Gary Schoenthal at 7:00 p.m., followed by the Pledge of Allegiance.
The minutes of the February meeting were approved as written.
Wally Bell was selected to replace Don Calkins on the Police Advisory Board. Don resigned due to numerous other commitments. He will be missed.
The ACTION Team will meet on April 14 at 5:15 p.m. in the Rainbow Room at the Civic Center.
The Council needs a new member to fill Don’s vacant seat. Patty will put notice in the newspapers.
Mapril Cleanup—Gary will coordinate a cleanup around the High School with students. The area will be 18th to 23rd Streets from Central Avenue to 5th Avenue South. He is looking for teams of 2 to 4 people and the total cleanup should only take an hour. Patty will supply latex gloves.
Gary explained the Neighborhood Council concept to the students present at the meeting.
Sally brought up the traffic problem at Hastings Book and Video on 10th Avenue South—within the parking lot and getting in and out onto 10th. Art talked about the traffic problems caused by lack of turn lanes at 20th and 23rd Streets and 10th Avenue South.
The meeting was adjourned at 8:10 p.m. The next meeting will be April 10.

Among the items discussed were: crime data, overall police department manning, Citizen’s Police Academy and Volunteers in Policing programs, the new downtown Community Policing Officer, Neighborhood Watch hours were up substantially last year, Parkdale Parent Youth Activity Club, and the relative responsibilities when a vehicle are abandoned on private property.
City Commissioner Jolley was in attendance and was impressed by the PYAC report. She asked it be presented in some form to the City Commission because so often all they hear from the Council areas are complaints.
The ACTION Team continues work on the new resident packets.
