Chairman Schoenthal called the meeting to order at 7:05 PM. Pledge of allegiance recited.
July minutes approved as written. Councilman Vendor moved, Councilman Bell seconded, motion carried.
Discussion led by Chairman Schoenthal about Councilperson intentions to file for the upcoming election.
Discussion led by Chairman Schoenthal in regards to the serious issues at Great Falls High School. He spoke about smoking and the possibility of enlisting parents to resolve problems.
Open forum of ideas and concerns regarding Great Falls High School.
Principal Anderson and Asst. Principal Becker addressed smoking, activities, concern about being good neighbors. They addressed activities and possible penalties. They also talked about lunch break issues and facilities as well as differences in proximity in comparison to CMR. They also addressed cameras and their uses. They also addressed Truancy.
Principal Cosgrove spoke about challenges at Paris Gibson Education Center and the students there who are trying to graduate.
Neighbors complained about threats of bodily injury to neighbors. They spoke about and provided photographs of vandalism. The Neighbors present spoke about the rudeness of the kids and their generally poor attitudes.
The conversation became very heated throughout the open forum.
Officer Dilley had some suggestions. He talked about a possible overtime grant to assist with the problems. He also talked about a volunteer program to put people in the area to help deter the crimes.
Officer Dilley and Officer Mitchell also advised that citizens should keep calling the Police Department when they have concerns.

Discussion about the June minutes. Councilman Bell did not agree that the minutes accurately reflected discussion in regards to GFHS. He also stated that the minutes did not include all the names mentioned to invite to our August meeting.
It was agreed that the minutes reflected the last meeting and a motion was made, by Councilman Bell to approve the minutes as written. Motion carried.
The Council continued discussion in regards to the juvenile issues (vandalism, loitering, smoking, littering, etc) at GFHS. It was determined that steps definitely needed to be taken to reduce the impact on residents in that area.
Councilman Bell moved to specifically invite the following people to our next meeting:
Superintendent Cheryl Crawley, Assistant Superintendent Tom Moore, Dr. Anderson, Tim Callahan-Youth Probation, Chief Corky Grove and Officer Otis Dilley, City Clerk Lisa Kunz. The Great Falls Public School Board.
Councilman Leggett-Secretary will draft a letter inviting the above named people to attend the August 13, 2009 meeting. Motion carried.
Patty Cadwell contacted the City of Great Falls Police and Sgt. Jim Wells stopped by to answer questions and educated us on the upcoming Police and Fire Levy. Sgt. Wells provided valuable information.
Councilman Leggett moved to adjourn at 8:00 PM. Motion carried.

Neighborhood Members present: Bernie McDonald (2021 5th Ave S), Merle Anne Mcleish (2001 5th Ave S), Ralph E. Dale (2008 4th Ave S), Carol Wetzel (2001 4th Ave S), Pat & Gus Habets (2018 4th Ave S), Patty Cadwell (City of Great Falls).
Chairman Schoenthal called the meeting to order at about 7:04 PM and the Pledge of Allegiance was recited.
Discussion about ACE Hardware and fencing of their parking lot and proposed driveway onto 9th Ave S. There was also discussion about how the situation was handled. Information was provided by the City of Great Falls and the proposal was denied.
Discussion about the alley near 20th and 21st Streets and 4th and 5th Avenues. Council members discussed the need for a traffic study and or partially blocking the alley way. Several members of the Neighborhood spoke out against any blocking of the alley. Ralph Dale presented a letter from his Wife, Henrietta, opposing the blockage of the alley.
Chairman Schoenthal stated that he opposed blocking the alley and directly spoke to the Neighborhood members present. There was no action by the Council and it was not requested by the Chairman.
Discussion about vandalism, loitering in the area of 20th Street and 4th Avenue South. This is mostly concerned with the Great Falls High School and its students.
The Neighborhood members present engaged in a lively discussion with complaints and resolutions. Carol Wetzel spoke about reoccurring problems with her fence and driveway. Most everyone in attendance agreed that something needed to be done as the current situation was diminishing quality of life.
Councilman Wally Bell recommended looking at current and possibly drafting new ordinances to deal with the juveniles.
Councilman Joe Leggett suggested looking into a truancy officer to assist parents and the school in keeping kid at school.
Chairman Gary Schoenthal suggested inviting administrators from the Great Falls High School to attend our next meeting-possibly August.
Councilman Wally Bell moved that the meeting be adjourned seconded and motion carried. Meeting adjourned.

Chairman Schoenthal reported on the improvised bombs that were found in our Neighborhood area. Students had devised the bombs and left them to be picked up. Suspects have been charged.
Chairman Schoenthal advised that he has been selected to the Great Falls School district budget advisory board. He will be representing the Neighborhood Councils.
Council discussed a four-way stop at 18th Street and 9th Avenue South.

Councilman Bell moved that the current officer’s, Chairman Schoenthal and Secretary Leggett be re-instated for another year, Councilwoman Weyer seconded. All were in favor, motion carried.
Kristal Kuhn, Emergency Management Planner for the City of Great Falls, gave a presentation.
Ms. Kuhn spoke about “Mapping your Neighborhood” and how her office will be working in the future to better prepare Great Falls.
She advised that she will be working with the Boy/Girl Scouts to canvass areas and work with citizens to identify items that will be useful in an emergency.
The areas and item involved would be gathering places with kitchen and sleep areas to use as shelters. They would work to identify people with items like cots, tents, generators and other pieces of equipment.
Ms. Kuhn started a thought provoking discussion. She intends to partner with agencies like the Red Cross and Neighborhood Watch.
