Consolidated Plan

The U.S Department of Housing and Urban Development requires submission of a Consolidated Plan from all jurisdictions receiving annual federal assistance entitlements.

The Consolidated Plan combines the planning and application process for Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds. The Consolidated Plan is a detailed illustration of housing and community development issues for low to moderate income people within the city of Great Falls. Through a comprehensive planning process with extensive community input, housing and community development needs were assessed. In addition, a detailed housing market analysis and identification of current services available for homeless, low income and special needs populations was undertaken. Based on the outcome of these efforts, priorities were identified for the Consolidated Plan. Activities that will be undertaken in the broad categories of affordable housing, economic development, public facility improvements and public services are described.

The Consolidated Plan is a five year planning document and an Action Plan is prepared each year. The Annual Action Plan details activities that will be undertaken with CDBG and HOME grant funds for the period of July 1, 2011, through June 30, 2012.

Depicted in each Action Plan are activities which will address affordable housing needs, homeless needs, special needs, obstacles to meeting underserved needs, public facilities, public services, removing barriers to affordable housing, asbestos and lead-based paint hazards, reducing the number of poverty level families, developing institutional structure, monitoring and performance measurement.
