INVITATION TO BID
Separate sealed bids for construction of 2008 CDBG HANDICAP RAMPS - O.F. 1537.1 will be received by the City Clerk at the office of the City Clerk, Room 202, Civic Center, P.O. Box 5021, Great Falls, Montana 59403, until 3:00 p.m. local time on September 10, 2008, and then publicly opened and read aloud thereafter in the Rainbow Conference Room at the Great Falls Civic Center.
The project consists of: installation of approximately 600 linear feet of curb and gutter, 3,000 square feet of 4-inch sidewalk, 650 square feet of 6” reinforced concrete, 272 square feet of truncated domes 1,200 square feet of sodding, and 6 curb inlets with concrete aprons.
The contract documents consisting of Drawings and project Manual may be examined or obtained at the office of City Engineer at the Great Falls Public Works Department at 1025 25th Avenue NE, Great Falls in accordance with Article 2.01 of Instructions to Bidders. Required Deposit is $15.00 per set, which is not refundable.
There will be a Pre-Bid Conference in the City Engineering Conference Room at 2:00 p.m. on September 4, 2008. Interested CONTRACTORS are encouraged to attend.
CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project, but must have registered prior to execution of the Construction Agreement. All laborers and mechanics employed by the CONTRACTOR or subcontractors in performance of the construction work shall be paid Davis Bacon Wages. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to City of Great Falls, Montana, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. A current copy of the bidder’s City of Great Falls Safety Inspection Certificate or Home Occupation Certificate shall be provided. If the successful bidder is a non-resident, then a current copy of the City of Great Falls non-resident license certificate shall be provided. It will be the contractor’s responsibility to be sure all sub-contractors have City of Great Falls certificates as well.
No bid may be withdrawn after the scheduled time for public opening of bids, which is 3:00 p.m., local time on September 10, 2008.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.

Separate sealed bids for construction of 14TH STREET SOUTHWEST AND 5TH AVENUE SOUTHWEST WATER MAIN REPLACEMENTS, (OFFICE FILE 1436) will be received by the City Clerk at the office of the City Clerk, Room 202, Civic Center, P.O. Box 5021, Great Falls, Montana 59403, until 3:00 p.m. local time on September 3, 2008, and then publicly opened and read aloud.
The project consists of: approximately 2,150 lineal feet of 6 and 8-inch, 3,200 lineal feet of 12-inch, and 260 lineal feet of 16-inch water main replacement; remove and replace 10 fire hydrants; 15- ¾-inch and 1-inch, and 3- 1½-inch and 2-inch water service connections; and 3,750 Square Yards of 1½” base course gravel and 3,250 Square Yards of asphalt removal and replacement.
The contract documents consisting of Drawings and Project Manual may be examined or obtained at the City of Great Falls Engineering Office at 1025 25th Avenue Northeast in accordance with Article 2.01 of Instructions To Bidders. Required deposit is $75.00 per set, which is not refundable.
There will be a Pre-Bid conference at the City Engineering Office Conference Room at 1:30 p.m., on August 27, 2008. Interested CONTRACTORS are encouraged to attend.

This project is funded in part or in whole with loan funding from the State Revolving Fund. Award of the project will be contingent upon receiving funding and award concurrence from Montana Department of Environmental Quality.
