Special City Commission Meeting Mayor Pro Tempore Bill Beecher presiding

CALL TO ORDER: 5:53 PM

PLEDGE OF ALLEGIANCE:

ROLL CALL: City Commissioners present: Mayor Pro-Tempore Bill Beecher, Diane Jovick-Kuntz and John Rosenbaum. Mayor Gray and Commissioner Hinz were excused. Also present were the Assistant City Manager, City Attorney, Director of Park and Recreation, Public Works, and the Deputy City Clerk.

OLD BUSINESS
Award contract for the Great Falls Youth Soccer Park, Irrigation System and Soil Amenities Incorporation, to Par Golf construction of Billings, in the amount of $697,883. Awarded.

Award contract for the Great Falls Youth Soccer Park, Irrigation System and Soil Amenities Incorporation, to Par Golf Construction of Billings, in the amount of $697,883.

Public Works Director Jim Rearden reported that the improvements under this contract included the irrigation system and soil amenities for ten fields. Construction bids were received on June 11, 2004, with two bidders submitting the entire work scope and three other bidders submitting bids for portions of the work. The irrigation system and soil amenities for eight fields was bid as a base bid, with alternate bid items for irrigation and soil amenities for two more fields. All bids were lower than the Engineer's estimate, allowing the awarding of a contract to construct ten fields. Funding for this contract was from the Soccer Park Bond Proceeds.

Commissioner Jovick-Kuntz moved, seconded by Commissioner Rosenbaum, that the City Commission award a contract in the amount of $697,883.35 to Par Golf Construction for the Great Falls Youth Soccer Park, Irrigation System and Soil Amenities Incorporation (OF 1397.2).

Commissioner Rosenbaum stated that he received some calls regarding local contracts. He stated that the bid was below estimated engineers' amount.

Mayor Pro-Tempore Beecher asked if the contractor qualified for the project and if the company was bonded. Public Works Director Jim Rearden stated that they did a reference check on the company. He added they had to submit a bond with their bid.

Motion carried 3-0.
