CALL TO ORDER: 5:50 P.M.
ROLL CALL: City Commissioners present: Randy Gray, Bill Beecher, Sandy Hinz, Diane Jovick-Kuntz and John Rosenbaum. Also present were the City Manager, Assistant City Manager, City Attorney, Directors of Community Development, Fiscal Services, Library, Planning, Public Works, Chief of Police, Acting Director of Park and Recreation, Acting Fire Chief, and the Deputy City Clerk.
Brian Milne with Interstate Engineering, Inc. updated the Commission regarding the current conditions of the local swimming pools. At the Mitchell Pool, the concrete gutter system needed to be repaired. Mr. Milne suggested replacing the current gutter system with a stainless steel gutter system and adding a PVC liner to replace the current liner. The PVC liner would be the most cost effective option and would add 20 years to the life of the pool. The total cost for repairing the current conditions would be $943,000.
At the Morony Natatorium pool, the filter system was in good shape. Mr. Milne stated that the doors and archways needed to have some work done. He added that replacing the liner with a PVC liner and replacing the gutter system with a stainless gutter system would have a total base cost of $98,500. He added that $66,000 would be provided from the CDBG money that was approved for this project. He suggested alternative projects would include adding a hot water spa that would cost $97,000; adding wave generation equipment that would cost $112,000; and expanding the building with an event room and an atrium that would cost $523,500.
The Neighborhood Pools were in poor shape and required a great deal of rehabilitation. To repair Jaycee and the Water Tower pools would cost $900,000. Staffing and utilities would run about the same after rehabilitation. An alternative would be splash decks featuring theme options. Mr. Milne stated that to demolish the neighborhood pools and build new splash decks at both locations would cost around $672,000. The cost of staffing would be less because the splash decks do not require lifeguards to operate.
Commissioner Beecher asked which project would be a priority. Mr. Milne stated that the neighborhood pools did not offer anything like the Mitchell pool did with all the activities that were provided. He suggested that the Mitchell Pool be placed high on the list. Mayor Gray suggested having the community vote on a general obligation bond for repairs to the neighborhood pools. City Manager John Lawton stated that he and staff would study all the options, make some recommendations, and bring them back to the Commission with a minimum and maximum finance plan. Commissioner Jovick-Kuntz suggested that an analysis of the parks needed to be done to see what pool areas draw the most in attendance before making any decision. Commissioner Rosenbaum stated that City needed to ask the public what they wanted to do with the neighborhood pools and concurred with Commissioner Jovick-Kuntz on the analysis. City Manager John Lawton asked Mr. Milne what the time frame was on the neighborhood pools before they would not be in usable. Mr. Milne stated approximately two - three years. Mayor Gray asked of any danger with possible break downs. Mr. Milne stated that the electrical set up at Mitchell Pool is below water level. The equipment for the pool was placed underground to save space. It needed to be above ground. Mayor Gray suggested having a survey sent out to the public, possibly through the City's water bills, to see what they would want done.
